MINUTES OF THE MEETING OF THE COMMITTEE ON CONSTITUTIONAL
MATTERS, OCTOBER 3, 1963

CHICAGO, ILLINOIS
120. The meeting was opened with prayer by Dr. Berner.

121. Chairman Kuenne welcomed Mr. Gerhardt Jersild, newly
appointed member of the Committee, and explained briefly the functions of

the Committee as outlined in Paragraph 2. 113 of the Synodical Handbook.

122, Pastor Elmer C. Luessenhop and Dr. Wiederaenders were

excused,

123. The Secretary read the Minutes of the meeting of July 2, 1963;

they were accepted with two minor corrections.

124, The Chairman explained that the President of the Synod, Dr.
Oliver Harms, had appointed the Chairman and the Secretary of the Commit-
tee on Constitutional Matters to represent this Committee on a Joint Commit-
tee with representatives from the Synod's Board of Directors. This Joint
Committee had been authorized by the Cleveland Convention and has the
responsibility to review certain sections of the Survey Commission's report
which could not be taken up for consideration by the Cleveland Convention

(Resolution 6-55, p. 137, Cleveland PROCEEDINGS).

125. The question was raised whether the resolution under which
Dr. Harms had acted should not have been interpreted to mean that the
entire Committee on Constitutional Matters is to serve on this Joint Commit-

tee. This was the viewpoint of Dr. Berner and met with general approval.
