full-time Lutheran elementary and secondary schools
as the best agencies for equipping God’s people for

through Lutheran schools, so that they are very
effective agencies for the development of spiritual and
personal growth; and

WHEREAS, The 1976 Gallup Poll on Education,
together with other indicators, provides evidence of a
growing concern among parents for the development of
the life-styles of their children and youth and a growing

desire for their children, a choice which may include the

ly oriented education; and

WHEREAS, Various materials and human resources
are available throughout the Synod to aid con-
gregations in the development of early childhood,
elementary, and junior and senior high school
programs of Christian education; therefore be it

Resolved, That all congregations, singly or in
association with other parishes, be requested seriously
to explore the feasibility of initiating or of expanding
and strengthening their programs of full-time Lutheran
