To Correlate Internal and External
Communications of the Synod
RESOLUTION 10-14A
(Recommitted Res. 10-14)
Reports 10-04 and 4-11 (CW, pp. 332, 190)
Wuereas, The Report of the Public Relations Board
of the Synod indicates “a lack of correlation in the
synodical communications, both internally and exter-
nally,” and expresses the board’s conviction of the need
for organizational change in order to more effectively
use the Synod’s resources to communicate the Good
News; and
Wuereas, The report of the Division of Communica-
tions (4-11, CW, p.190) concurs in the need for closer
coordination between the various units of the Division
of Communications, the departments of the Synod, and
the Lutheran Laymen’s League in order “to strengthen
their respective effort to proclaim the Gospel and edify
the members of the Synod .. .”; and
WHEREAS, Studies conducted during the past two bi-
enniums recommend that the entire Division of Com-
munications be placed under a central board (“Task
Force Group to Study Mass Communications,” Sept. 8,
1970, pp. 3—4; Conley Report, 1971, pp. 4445), in order
to avoid duplication and fragmentation of effort and
dissipation of the Synod’s resources and talents (Conley
Report, p.7); and
Wuereas, A central board, agency, or grouping of
the different units of the Division of Communications
would enable the members of the division more effec-
tively to serve the Synod and its member congregations
in communicating the Good News of Jesus Christ; and
Wuereas, The Lutheran Laymen’s League has dem-
onstrated a competence and interest in mass media
communication and continues to give leadership and
substantial financial support to the Synod’s TV ministry;
therefore be it
Resolved, That the Board of Directors of the Synod
design a Board for Communication through the Com-
mittee on Organization in consultation with the various
units of the Division of Communication, the departments
of the Synod, and the Lutheran Laymen’s League; and
be it further
Resolved, That the Board of Directors create an ad-
