not exceed three” and to delete the second resolved. After

To Decline Overture 1-11 (M. L. Kretzmann)
RESOLUTION 1-22

Overture 1-11 (CW, p. 27)

Wuereas, Dr. Martin L. Kretzmann has served our
Synod well and faithfully; and

Wuereas, The matter of his future employment can
best be resolved by duly established boards (two of
which, the Board for Missions and the Board of Direc-
tors, have already addressed themselves to these con-
cerns); therefore be it

Resolved, That the Lutheran Church — Missouri
Synod, in convention assembled, commend Dr. Kretz-
mann for his contributions to the church; and be it
further

Resolved, That Overture 1-11 be declined.

Action: None. Referred under omnibus Res. 4-47 to
the Board of Directors.

To Facilitate Gospel Proclamation
Among Jews

RESOLUTION 1-23
Overture 1-13 (CW, p. 27)

Wuereas, The task of proclaiming the Gospel among
all peoples is a continuing one—a task to which the
Synod has been committed since its founding; and

Wuereas, Our Lord’s command to proclaim the Gos-
pel to all peoples certainly includes God’s original
chosen people, the Jews; and

Wuereas, Our concern for the proclamation of the
Gospel to the Jews should be no less than that of the
apostle Paul (Rom. 9—11); and

Wuereas, There are special problems inherent in the
successful pursuit of this work; therefore be it

Resolved, That the Synod instruct the District Boards
for Evangelism to focus their attention also on this task
of bringing the Gospel of the atonement through faith
in Jesus Christ as the promised Messiah to the Jewish
people; and be it further

Resolved, That the Synod’s Board for Evangelism
produce guidelines and materials which will aid indi-
viduals, congregations, and Districts in this effort.

Action: None. Referred under omnibus Res. 4-47 to
the Board of Directors.

To Enlist Lay Members
in the Mission of the Church

RESOLUTION 1-24
Report 1-01, II (CW, p.6)

Wuereas, In Baptism all Christians are called to wit-
ness to the saving grace of God in Jesus Christ; and

Wuereas, God has blessed our Synod with nearly
3,000,000 baptized witnesses, clergy and laity; and

Wuereas, Many lay witnesses regularly travel to
and/or reside in foreign lands for varying periods of
time; and

Wuereas, Such lay witnesses have asked how they
can be used in Christ’s mission; and

Wuereas, Members traveling or living overseas
should be made aware of opportunities to witness and
serve as partners in mission; therefore be it

Resolved, That the Board for Missions study and act
on the matter of enlisting and equipping our laymen
who travel overseas for witness and service in the mis-
sion of the church.

Action: None. Referred under omnibus Res. 4-47 to
the Board of Directors.

To Intensify Mission to Minorities
RESOLUTION 1-25
Report 1-01, I, 2 (CW, p.7)

Wuereas, The number of minority people is increas-
ing rapidly; and

Wuergeas, The Synod is not currently prepared to
seize its opportunities to minister to the total needs of
minorities, even though some scattered efforts have been
made to improve the Synod’s performance in this area;
therefore be it

Resolved, That the Synod instruct its Board for Mis-
sions and District boards to review their mission priori-
ties in order to take immediate advantage of opportu-
nities for outreach and service to minorities; and be it
further

Resolved, That institutions such as Concordia Teach-
ers College, Seward, and Concordia Teachers College,
River Forest, be commended for their Indian and His-
panic ministries program, and that all our institutions
be encouraged to express concern and take positive ac-
tion toward ministry to minorities; and be it finally

Resolved, That the Board of Directors appoint a task
force of five people, representing the area of Missions,
Parish Education, Higher Education, Stewardship, and
Social Ministry, to develop and propose to appropriate
boards and agencies a coordinated and intensified min-
istry to minorities, focusing primarily on ways to en-
able minority leaders to be in ministry to their own
people.

Action: None. Referred under omnibus Res. 4-47 to
the Board of Directors.

To Make Fuller Use of Minority Representation
in the Mission of the Church

RESOLUTION 1-26

Wuereas, Different cultures demand different ap-
proaches to mission outreach; and
