the Board of Directors. This is the version which was adopted in Session 13.

Sabbaticals. Here again two options presented themselves, the actions of Resolution 2-18B
and of Resolution 4-21. Since the latter had merely introduced the idea of "policies adopted
by the Board of Directors," and since the convention had placed the President in direct
supervision of the staff from day to day, the Commission decided to approve the first option
drafted by the Task Force which also called for the deletion of the second provision
concerning the granting of a leave of absence. [Note: Resolution 2-18B was also adopted later
than 4-21]

Commission on Organizations. The considerable duplication between b and d should be
studied and improved upon, but no change was authorized at this time.
2.593
CTCR Functions. Since the convention had decided to reverse the two main sections, the
CCM decided to eliminate the word "primary" from Point 2 (formerly Point 1).
2.607
Transfer of Records to CHI. Since Section b, which had been proposed and adopted as a
substitution for a, would be meaningless without a, a was retained. However, a better wording
was adopted for paragraph a:
The transfer of official synodical records, as well as the records of auxiliaries and
inter-church councils related to the Synod, shall be made to the archives
according to schedules mutually agreed upon by Concordia Historical Institute
and the Board of Directors of the Synod or the appropriate governing boards of
Districts, seminaries, synodical colleges, and other agencies.
2.621 - Lutheran Church Extension Fund. Again two options: Resolution 4-10 and Resolution 2-18B.
The CCM resolved to adopt the version of Resolution 410. In that connection it was also
resolved to write to Phil Draheim to request that provisions regarding the membership of the
Fund, how it is determined, and how it functions, be included in the synodical Handbook. It
might also be well to suggest ,that the four-year terms of the directors be brought into
harmony with the synodical provisions.
2.623
Since the title of this bylaw, adopted in Resolution 4-10, does not seem to cover the subject,
the title was changed to read simply: "Governance."
2.711b Council of Administrators. Although there might be some difficulty developing in regard to
the interpretation of the phrase "another staff person assigned by the Board of Directors,"
it was decided to let the words stand.
2.801c Staff. The Commission approved for clarification the wording: "Each appointive position
which according to the position description requires that the occupant be a member of a
congregation of the Synod and receive a solemn appointment, shall be filled from . . . For
other appointed positions with the same requirements demanding membership and solemn
appointment, the principal staff person, together with the President or his designated
representative . . ." A question was raised as to whether the board itself should not be
involved in the appointment of such staff, but lacking any clear signal from the convention it
was decided not to add this thought.
