and BPES." The Commission ratified the Secretary's reply in which he had indicated that the limitation to
twelve consecutive years applied in Resolution 2-03A only to the Board of Directors and that all other
terms could be regarded as running until the completion of the term designated At least this would apply
to Dr. Czanderna's previous service. The communication also pointed out that Resolution 2-08A states
that any term shall be restricted to six years at the longest while Dr. Czanderna is being asked to serve
only five years
226. CTCR Terms of Office (Ag. 1519): The Commission on Constitutional Matters reminded itself that
it was acting in all these questions as a result of the instruction of the convention to make any necessary
adjustments in terms that might become apparent after the convention. The CTCR, which had been
reduced in voting membership from 23 to 13, was a case in point. Even after all allowances had been
made, it would seem that there would be 15 persons continuing at least until the 1983 convention instead
of 13 unless the CCM should make a decision of termination between several individuals. The
Commission decided that this would not be wise, and therefore concluded that until 1983 the Commission
should consist of 15 persons as indicated on the attached table. In this connection the question also arose
as to whether the CTCR was to be regarded as an elective commission or an appointive commission since
different terms (six years versus three years) and number of terms (two versus three) are involved. It was
finally concluded that hybrid groups such as the CTCR should be placed in neither category,, but that the
questions of term and tenure should be decided on the basis of whether the individual had been elected by
the convention or whether he had been appointed or elected by another unit.
227. Board of Control, St. Louis Seminary (Ag. 1520): The Commission took up the matter of the new
make-up of the Board of Control of Concordia Seminary. Some had reported that the Secretary's reply to
a question was a ruling while he had clearly stated in writing that he was supplying information as to what
action the convention had taken. With both Klotz and Prevallet abstaining because of their involvement in
the seminary, the Commission decided to approve the memo of July 16, 1981 to Dr. Ralph Bohlmann
from Secretary Mueller.
228. Board of Managers (Ag. 1522) : Since recommendations had to be made quickly to the Board of
Directors regarding appointments, Mr. Earl Haake of the Board of Managers had asked the Secretary for
information concerning the terms of office of that board. The Secretary had replied along the following
lines: The ending date of the terms of Ralph Niedert and Julian Hoffmann would be 1981 and 1983
respectively. George Beto's term would end in 1983, although it was to be noted that after his term
expires this position must be filled by a parish pastor under the new regulations. Mr. Richard Peters and
Teacher Fred Spurgat, whose terms expire at the end of 1982, can either have a successor appointed for
one year or can have their terms extended for one year by decision of the Board of Directors. Similar
comments could be made with reference to Rev. Gerhardt Bluhm and Mr. Harvey Wilkening, although
since a two-year gap would prevail in their case it would seem more advisable that the Board of Directors,
instead of extending the term a full two years, might wish to make appointments for two-thirds of a term,
since terms are now for three years. Three additional lay people are to be appointed at this time according
to the new bylaws. It was suggested that all three be for two-year terms ending 1983. The Commission
adopted this memo of July 29, 1981.
229. Extending Terms of Boards of Regents (Ag. 1523, A, B) The Secretary had prepared a table
(attached) listing the terms of all members of all Boards of Regents. The new provisions would result in at
least one vacancy on practically all Boards of Regents until the post could be filled by action at the
District conventions in 1982. The CCM resolved that all such terms should be extended by one year,
including one instance in which this action would result in creating a Board of Regents with one too many
members for one year. In this connection the CCM also took note of the fact that such an adjustment had
been made possible by the repeated statement of the floor committee that the table of extensions and dates
