221. The meeting was opened with prayer by John Klotz. All members were present The minutes of
April 24-25, May 22-26, July 2-10 were approved as submitted.
222. Canadian Decision Re Seminary (Ag. 1516, A): Rev. Steven Karp had asked whether the action of
the convention permitting Lutheran Church-Canada to make the decision regarding Canadian seminary
training was constitutional. He was of the opinion that it was not. After some discussion the Commission
concluded that the convention resolution delegating that decision to Lutheran Church-Canada was not in
conflict with the Constitution since the convention is the highest legislative authority. Having created the
Lutheran Church-Canada, it has the right to determine at various times what responsibility the convention
wished to delegate to it.
223. CCM Terms of Office (Ag. 1512) : Since the recent convention had reduced the term from eight to
six years for members of the Commission on Constitutional Matters, it was necessary to adopt a table
scheduling appointments at various times. The following adjustments were proposed and approved:
January, 1982 to December, 1983

Prevallet successor
(attorney) for two years

January, 1984 to December, 1989

Prevallet successor
(attorney) for six years
Klotz successor

December, 1985 to December, 1986

extend Eberhard

December, 1986 - shorten Schnelz (attorney) term by one year (8 to 7)
January, 1987 to December, 1992

Eberhard successor
(clergy) for six years
Schnelz or successor
(attorney) for six years

Every three years one attorney and one clergy would be appointed for six-year terms. Prevallet's term
ends in December, 1981, Klotz at the end of 1983, Eberhard at the end of 1985. At that time each of these
will be ineligible for reappointment.
224. Terms of Office, Board for Professional Education Services (Ag. 1518): A bylaw requires that
approximately one-half of each board should be elected at any given convention. In order to bring this
about in connection with the recent elections to the Board for Professional Education Services, it was
necessary to determine which individuals should be accorded a five-year term and which a two-year term.
In addition to ongoing incumbents, the following were designated by the CCM to fill five-year terms:
Pastor Reimnitz, Teacher Kaiser, Laymen Czanderna and Ungrodt; two-year terms: Pastor Schildwachter,
Teacher Nitz. This schedule then calls for the following terms to expire in 1983: two pastors, two
teachers, one layperson.

225. Czanderna Term (Ag. 1525): In this connection the Commission took up the letter from Dr.
Czanderna in which he states: "My acceptance is for four years which makes a total of twelve on the BHE
