234. Placement of Articles of Incorporation (Ag. 1533): Upon the suggestion of legal counsel Phil
Draheim the Commission resolved that the Articles of Incorporation should no longer precede but should
follow in the Handbook the Constitution and Bylaws of the Synod. In that connection replacement sheets
for the Handbook draft were distributed under the agenda numbers 1539A-1 and 2.
235. Status of Commission on Black Ministry (Ag. 1529) : The Secretary called attention to the fact that
when the floor committee proposed that Resolution 2-06 include the Commission on Black Ministry with
the parentheses "until 1986," an amendment deleted the reference to the year. However, in proposed
Bylaw 2.521, which received favorable action by the convention, the reference to the year was retained.
The Commission ruled that the time reference should be deleted from the basic list of commissions in
Bylaw 2.55, as indicated in Resolution 2-06, but that it should be retained in the detailed Bylaw 2.521,
since no reason had been given in Resolution 2-06 for the deletion. The deletion may have been for
editorial reasons or for other reasons and not necessarily for the purpose of making certain that the
Commission would be extended beyond 1986.
236. Budget and Work Program Bylaws (Ag. 1528): In answer to a recommendation of Committee 12,
the convention adopted Resolution 12-08A on "Stewardship and Financial Support." However, no action
was recommended on present Bylaws 9.01 to 9.06 regarding "Budget and Work Programs." Attention
was called to the fact that Resolution 12-07A speaks of a schedule which might be in conflict with the
existing bylaws. However, since no action was proposed to eliminate the present Bylaws 9.01-9.06 (see
Workbook, page 126), the Commission resolved that that section should be printed in the new Handbook
as Section B of "VII. Resource Development and Utilization."
237. 1981 Edition of the Handbook (Ag. 1532, A, B): In addition to the actions listed above, the
Commission on Constitutional Matters worked through the entire manuscript for the 1981 Handbook,
page by page, including the Foreword, as prepared by the Secretary. The manuscript as prepared
contained many changes as a result of convention actions concerning rearrangement in addition to
substantive changes. Instead of incorporating all of these changes in the Minutes, a copy of the
manuscript is attached to the protocol copy of these Minutes. However, the following specific actions of
the Commission on Constitutional Matters, in addition to those listed elsewhere in these Minutes, deserve
special mention:
(the numbering follows the new Handbook outline)
1.37 - "Policy making and evaluative responsibilities it should replace "administrative
responsibility" throughout.
2.09 - Since it was apparent that the convention in one resolution decided I to change the number to
be represented f rom 30 to 60 and in the other resolution was concerned about permitting the
election of advisory delegates to be held at conferences instead of only at conventions, it was
decided to select Option 3 which fuses the two together (see Resolution 218B and Resolution
5-13).
2.53c - Add in parentheses: "(Synodical Board for Church Extension)" (See Resolution 4-10, fourth
whereas)
2.59e - Salary provisions for former officers. Since there was an apparent discrepancy between
Resolution 2-18B (Attachment #2) and Resolution 4-19, the Commission ruled that the option
in Resolution 2-18B seemed more in harmony with the general thrust of what had been the
provision. That version was therefore approved. It also safeguarded the fact that salaries
