of ending of terms submitted to the convention by the floor committee was not to be regarded as
completely accurate and that the CCM would need to make adjustments afterwards.
230. CPH Board, Terms of Office (Ag. 1527): In answer to a request from Dr. Ralph Reinke, the
Secretary had also pointed out that under the new provisions applying to CPH the following would
apparently prevail: Terms running until 1983, subject in 1983 to election to a six-year term: Kuhlmann,
Kaufmann, Jenkins, Sauer. Elected until 1985 with a one-year extension necessary until 1986: Laesch,
Kemmerle, Krueger Subject to election in 1986: Brown, Koch. This would effect a balance of four
laymen elected in 1983 to six-year terms and one pastor, one teacher, and three laymen elected in 1986 to
a six-year term. The Commission ratified this memo which had been agreed to by Dr. Ralph Reinke.
231. Staggering of Terms (Ag. 1524) : The Secretary had also prepared a detailed table, listing actions
that seemingly would be needed in order to effect the required staggering of terms on various boards. In
answer to that memo the CCM took the following actions:
Mission:
In 1983 two lay members shall be elected for six years and one for three years.

232. Bylaws Regarding Stewardship and Solicitation of Funds (Ag. 1528): In working through the new
proposed Handbook, the Secretary had come across a troublesome question. On the basis of Resolution
12-08A, Bylaw 7.07 and 7.09, proposed by the Task Force, had been scratched. What therefore happens
to the old bylaws which were to be replaced by 7.07 and 7.09, namely, (old numbering): 15.13, District
Boards; 15.15, Congregational Boards; 9.71, Collections Beyond Congregational Bounds; 9.73,
Collections Beyond District Bounds; 9.75, Approval is Recommendation Only? The Commission, after
considerable discussion, resolved that it would be necessary to retain old Bylaws 15.13, 15.15, 9.71, 9.73,
9.75, with the change in terminology to "Synod's Department of Stewardship and Financial Support" in
15.13, b, and "Stewardship Department" in the last line of 9.71, c. Numbering would run -consecutively
from 7.07 through 7.15.
233. Teachers Applying for Colloquy (Ag. 1531): Since in Resolution 6-19 the convention changed
Bylaw 5.81 (old 4.61), b, 3 to read that teachers must have at least ten years instead of five years of
successful experience as a teacher, the Commission concluded that the same change from five to ten
would therefore need to be made in Bylaw 5.77 (old 4.57), 2.
