Rationale:

More than 400 memorials and numerous reports have
been presented to this convention of the Synod for consid-
eration, discussion, and possible action. It is obviously not
possible, within the time constraints of the convention, to
thoroughly discuss every issue, nor is it economically fea-
sible to conduct a convention of unlimited time.

Furthermore, many memorials request action which is
the responsibility of various boards, commissions, or indi-
viduals to study and to implement.

Resolved, That the following overtures be placed in Res-
olution A and be referred to the designated board, commis-
sion, or individual:
