Outline.
Brotherly reproof is a part of church discipline. § 1. It should be practiced. § 3. The omission of it. § 4. Reproofs. § 6. Whom should one reprove? § 7. For what sin? § 8. Purpose. § 9. Manner. § 10. Objections. § 11. The three steps of admonition. These are to be observed. § 13. The first step. Against thee. Between thee and him alone. § 14. The second step. § 15. The third step. § 16. Repetition.
I. Brotherly reproof is a part of church discipline in the broader sense.
Note a. It is the foundation of church discipline proper. Only where brotherly reproof is practiced is the congregation capable of exercising proper church discipline.
Note b. Just as a state can only truly flourish when discipline prevails, so the flourishing and welfare of the congregation depend greatly on brotherly reproof. A sign of blossoming.
2. Brotherly reproof should be practiced. Lev. 19:17: Thou shalt rebuke thy neighbor, that thou bear not sin because of him. Ps. 141:5: Let the righteous smite me friendly. Matt. 18:15: Go and tell him his fault. Luke 17:3. Gal. 6:1: Restore him. 1 Thess. 5:11—15: Admonish one another. If one member suffers, etc. Konk. 437: But this would be the proper manner. Stöckh. N. T. 155.
Note a. It is not left to our discretion whether we want to do it or not.
Note b. Admonishing and reproving is a part of the spiritual priesthood.
Note c. By this the Christian gives a beautiful testimony of his faith.
Note d. A short word: "That may not be," or "That is against God's Word," is often sufficient.
Note e. Christians still sin quite often and do perverse things. One does harm to another. Opportunity to practice brotherly reproof is always present.
Note f. It should be practiced even in those congregations where no proper discipline can yet be administered.
Note g. If every Christian fulfilled his duty, how very different things would stand in our congregations, how many might have been kept from falling!
Note h. Precisely because the last day is near, we should diligently fulfill this duty. Heb. 10:24.
3. Motive. To practice brotherly reproof we are moved by
a. God's commandment,
b. the grace we have received from God,
c. love for our neighbor. Even a head of cattle is set right when it has fallen into a pit — how much more should one help a human being! In bodily need one helps him; should one not help him all the more in spiritual need?
Note. To this is added, that the neighbor perhaps does not even know the danger in which he is hovering,
d. the example of God and of the saints:
1. God and Adam.
2. Christ and Peter. Luke 22:61: And the Lord turned, and looked upon Peter. What a kind, earnest look!
3. Christ and Judas. Friend, wherefore art thou come?
4. Nathan and David.
5. Paul and Peter.
II. Omission of brotherly reproof.
Brotherly reproof is often omitted. Am I my brother's keeper? Luther: But who does it? Such omission is
a. sin against God's commandment. Therefore Paul also rebukes the congregation at Corinth. 1 Cor. 6;
b. neglect of Christian love. He who sees his brother drowning and does not save him, though he could, hates him and is worse than the priest and the Levite;
c. making oneself a partaker in another's guilt. Lev. 19:17: That thou bear not sin because of him. Ezek. 33:8: His blood will I require at thy hand.
Note a. How sad, when Christians not only omit reproof, but on top of that even begin to slander and spread abroad his sin!
Note b. That is why sanctification stands so poorly in many congregations, because brotherly reproof is omitted.
Note c. Causes of the omission are indifference toward sin, business considerations, fear of man, comfort-seeking. He who tells the truth is hated for it. Luther.
Note. Often, too, one gives up hope too quickly: It's no use anyway. Whoever has sinned is lost.

5. To reprove means: to hold the fact before the sinner's eyes, to convict him from God's Word that the deed in question is sin, and to admonish the sinner to repentance.
Note a. The reproof must be given with God's Word, not with an appeal to the congregation's constitution, etc.
Note b. One should not be satisfied when a matter is merely settled outwardly, without recognition of the sin.
Note c. The good that we recognize in a brother we should of course acknowledge.
Note d. Such reproof we should accept with thanks, as a great kindness. How thankful one is in earthly matters when someone warns us of harm.
6. Who should reprove? Every Christian against whom sin is committed. They should reprove one another:
a. the members of the congregation; the congregation is a fellowship unto salvation. One member should help another along on the way to salvation,
b. the pastors. Acts 20:31,
c. the schoolchildren,
d. the congregations. If a congregation becomes lax, the sister congregation can admonish it by letter or deputation, and so cultivate brotherly fellowship.
Note a. In a large congregation there are always some who know of a brother's sin.
Note b. How often have children already rebuked adults!
Note c. The elders especially should be fit to practice admonition. They should admonish without being asked by the pastor.
Note d. Publicly, from the pulpit, only sin in general should be reproved. See Sermon.
7. Whom one should reprove. One should reprove the brother who sins against us. Matt. 18:15: If thy brother sin against thee. 1 Thess. 5:11: So then, if anyone lets himself be called a brother. By "brother" is meant every member of the congregation, every communicant member. See Ban. § 9. Church discipline. This includes also
a. those without voting rights,
b. the pastor, who, if he sins, should be reproved by the members of the congregation,
c. the youth, the confirmed, though special caution is needed here,
d. the children. If admonition does not help with children, then the parents, under whose discipline the children stand, are to be reproved.
Note a. A brother who does not belong to our congregation should not go unreproved. If the first and second steps of admonition are fruitless with him, one should report it to his congregation.
Note b. Non-Christians who stand outside the congregation cannot be reproved as brothers, but one can indeed reprove them and speak to their conscience. This is required by the commandment of love for one's neighbor. — If it concerns serious matters or the welfare of one's neighbor, then the civil authority is there.
8. For what sin should one reprove?
a. One should not reprove
1. original sin,
2. sinful thoughts. We should not want to judge the heart and thoughts,

5. Sex. Chastity.
Note a. Many indeed reprove, but not rightly.
Note b. The purpose should never be lost from sight.
Note c. One should not sit for an hour and casually mention in passing what one has against one's neighbor, and think: There, now I have done my duty.
Note d. Right brotherly admonition cannot be practiced by non-Christians, but only by Christians.
11. Objections.
a. The offender must come to me. — Precisely because he does not come, you must go to him. The Lord was the offended one, and yet he went after us.
b. I have enough to do at my own door. He could reproach me for what I do. — Is that not sad!
c. It's none of my business what my neighbor does. — Who spoke thus? Cain.
d. I am too clumsy, I cannot find the right words. — Ask God for wisdom. Fine-chosen speeches will not do it. Have you already forgotten the truths of the catechism?
e. I have a rather violent temper. — Then it is time to fight against it.
f. The brother has no respect for me, he won't listen to me anyway. — Wait and see first. Think no evil of anyone. I know him too well. — If he is really that bad, then perhaps you already have several sins of omission on your conscience.
g. Why should I be the one to do it? So-and-so does it better. — You should do it.
h. Love also covers a multitude of sins. — Reproof does not exclude covering. One must still cover afterward.
i. That's what pastors are for, it also helps more. — When the pastor comes, the sinner will already notice that you have been gossiping.
k. That wasn't so where we came from in Germany. I have never heard of such a thing. — All the worse.
l. That makes enmity. — For the sake of such an excuse, would you possibly let your brother be lost? Did it go any differently for Christ? Matt. 10:28: Fear not them, etc. Prov. 28:23: He that rebuketh a man afterwards shall find more favor than he that flattereth with the tongue.
m. I will lose my bread and my position. — Let it go — if only you have God as your friend.
Note. The word "Go" annuls all excuses.
The Three Steps.
12. Three steps of brotherly admonition. In church discipline there should be no rash haste. God has established these steps.
Note a. These three steps are to be observed.
Note b. If, in the case of a non-public sin, the first two steps of reproof have not been gone through beforehand, the congregation must reject the matter and insist that they be carried out.
Note c. If someone brings a brother's sin before the congregation, one must ask: Have you reproved the brother alone, and with witnesses? Has he shown repentance? If the first question is answered yes and the second no, then the congregation takes the matter in hand.
13. Public sins may be reproved publicly at once. 1 Tim. 5:20: Them that sin rebuke before all. Gal. 2:13.14: Paul rebukes Peter. A sin is public when, because of the circumstances connected with it, it is at once known throughout town and country. O. 79, 64.
Note a. If someone sins in a company or an assembly, he can or should be reproved on the spot. — The whole assembly is the "neighbor" against whom the sin is committed.
Note b. Yet love often requires, and it sometimes proves salutary, that one does not immediately bring a public sin before the congregation, but in such a case first sends a couple of good friends to him.
The First Step.
14. If thy brother sin against thee, go and tell him his fault, between thee and him alone.
a. Against thee. The neighbor sins against you not only when he personally offends you, but generally whenever he sins in your presence, under your eyes. If your neighbor steals wood from you, he sins against you. If you see him steal wood from your neighbor, he likewise sins against you.
Note a. With every sin that someone commits before others, he sins against God, against his neighbor, and against himself.
Objection. Why then does God not simply say: if he sin? — By the addition "against thee" it is indicated:
1. that every sin of a brother that we see is a sin against us, over which we should be heartily grieved,
2. that the sin must first come home to us before we reprove it,
3. that the sin is still, to a certain degree, concealed,
4. that no one can excuse himself and say: since the sin is against my own person, I will let it go.
Note b. Nor can the reproved person say: If I had sinned against God, you would not have said a word, but since it concerns you, you make a great outcry.
b. Between thee and him alone. You are not to tell anyone else. That might close his heart against the reproof, and you yourself would be a slanderer. See 8th Commandment.
Note a. The pastor should not make known the sin of a member of the congregation (Christ and Judas). Nor should a member of the congregation make known the sin of the pastor.
Note. One should not disclose the neighbor's sin even to the pastor. You needlessly burden his conscience. Afterward he must not let it be noticed that he knows anything about it.
Objection. But what if it is true after all! — You are nevertheless a slanderer.
Note c. Such slanderers should not be listened to. Fool, what is that to us. Konk. 437.
Note d. The pastor, too, should not listen to tale-bearing. It is different when a member wants to seek advice in a matter of conscience, which can also mostly be done without naming names.
c. Hear thee. That means: not merely to listen, but to recognize the sin, to repent.
d. Gained. Rejoice. A glorious work, to help a soul from death! James 5:20. Konk. 437.
Note a. But with this the matter should also be buried forever.
Note b. From the first step the most success is to be expected. If this degree were diligently practiced, the second and third degree would often be unnecessary.
15. The second step.
a. Hear thee not. This is the case when he a. will not engage with you at all, b. denies the sin, c. admits the deed but denies that it is wrong, d. is impenitent.
Note a. If he denies the deed, and there are no witnesses, one cannot proceed to the second step. Even if the matter should somehow later come before the congregation anyway, it must leave the judgment to the last day. One witness is no witness.
Note b. Whoever despises brotherly reproof despises God's Word.
Note c. Some prefer not to join the congregation at all, in order to escape reproof.
b. Take with thee one or two more. This step is applied
1. in the case of such gross sins on account of which one would finally have to proceed to excommunication,
2. when the offender does not deny his deed, or, in case he denies it, credible witnesses are available.
Note. Only one or two. The sin should be made known to as few as possible; confession should be made as easy as possible.
c. Whom should one take along?
1. sensible people who carry some weight with the brother,
2. those who are friendly and well-disposed toward him,
3. those who possess Christian experience and understand admonition well.
Note a. If eyewitnesses are needed and available, one should take the eyewitnesses above all.
Note b. Since the pastor is a public person, he should be drawn in only when a matter begins to become a congregational matter.
Note c. No one should refuse to appear as a witness when asked to, unless he has important reasons.
d. What they should do. They should
1. testify that the brother committed the deed, if they were eyewitnesses,
2. likewise admonish and reprove him. That makes a greater impression than when one person alone does this;
3. if necessary, serve as witnesses before the congregation, that the brother was reproved according to Christ's order, but proved impenitent.
Note a. The witnesses must first make sure whether the first step has been carried out and whether the necessary evidence for the deed is available.
Note b. With eyewitnesses one sometimes commits oneself too firmly, thinking at first that one has witnesses, when it later turns out otherwise.
Note c. If witnesses stand against witnesses and one cannot arrive at certainty, the matter must be left to rest.
Note d. If someone is convicted by witnesses, the matter should stand despite his denial. — Yet one will always investigate whether an error may not lie on the side of the witnesses.
16. The third step.
a. If he will not hear them, tell it unto the church.
Note a. With this, church discipline proper begins.
Note b. By "the congregation" is meant the local congregation.
Note c. Whether it is the pastor or the offended party who brings the matter forward makes no difference.
Note d. Now the whole congregation is to reprove the sinner. "Punished by many." 2 Cor. 2:6. What an impression this must make, when rightly done! Whoever is not struck to the heart by this must have a heart harder than stone.
Note e. Opportunity to speak must be given him. One may not forbid him the word.
Note f. For the last step, if necessary, one can invite him, orally through brothers or in writing.
Note g. A congregation can indeed hand such a matter over to the board or to a committee, but it is better and more impressive if the third step is always practiced by the whole congregation.
Note h. The three steps in Saxony: 1. private admonition by the pastor, 2. by the pastor and superintendent, 3. by the consistory.
b. If he hear the church, then follow confession and absolution, if the brother has given a public, gross offense.
c. If he will not hear the church. This is the case when he does not follow the invitation at all, or when he appears but will not be spoken with, runs away, or when he does listen to the congregation but does not repent.
Note a. If he does not appear before the congregation at all, he thereby excludes himself from the congregation, or, if it is a mortal sin, falls under the ban.
Note b. Regard him as a heathen and a publican.
Note c. If in new congregations one cannot yet carry the matter through to the third step, at least exclusion from the Lord's Supper must not be omitted.
17. Repetition of the steps.
The individual steps can be repeated as often as desired. Until he find it.
Note a. One should not proceed as at an auction: Friday the first step, Saturday the second, Sunday put under the ban.
Note b. As long as you can still hope to accomplish something alone, do not go to the second step.
Note c. If one is convinced that a repetition only hardens the sinner, or if he begins to stir up trouble in the congregation, too long a delay is harmful.
Note d. Each step must be gone through at least once.
