210. Dr. Wolbrecht: Dr. Wolbrecht appeared before the Commission with a document calling attention to
25 concerns which seem to indicate that some changes in the Bylaws are necessary. The Commission
went through these concerns with the Executive Director and agreed that most of them were legitimate
but felt that recommendations for actions should originate elsewhere in most instances.
211. Employment Conditions: However, Dr. Wolbrecht agreed to send a formal request for a ruling on
whether 2.83 c (the involvement of the Board of Directors with respect to employment) applies to KFUO,
CHI, CPH, and the Boards of Control. (Point V).
212. Audits 2.89 e: It was also felt that the Commission could perhaps rule on the interpretation of 3.89 a
regarding audits. Dr. Wolbrecht will submit a request for a ruling (Point VI).
213. Conflict of Interest, 2.11 e,, 3.37, 6.25 f , 11.03, 12.19: Dr. Wolbrecht will also submit in writing
recommendations regarding these paragraphs, with the possibility of inserting a special paragraph 2.112
and dividing it to cover Board members and also staff personnel.
214. Index: Several suggestions with respect to the index will be relayed by the Secretary to CPH in
preparing the next edition of the Handbook (Points XXI, XXIII).
-------------215. New Haven: Some discussion was given to the question of whether the New Haven opinion should
be published in the Reporter after Dr. Harms has taken formal action. The Commission stood divided on
the question.
216. Next Meetings: June 5 and 6 were held as dates for a meeting and April 24 and 25 were decided
upon as tentative dates in case an earlier or additional meeting becomes necessary.
217. Official Conferences: Chairman Kuenne called attention to the fact that the designation of official
conferences in 4.101, 4.103, 4.107 still needs attention according to Minutes, 144.
218. Foundation: The terms of office of the Board of Trustees of the Foundation also need further
investigation (Minutes, 175).
219. Unfinished Business: Chairman Kuenne reported that the minutes of the previous biennium
1965-1967) showed that the following paragraphs still needed some action:
414. Division of Staff Services
416. Counselors Relation to Congregation
420. Concordia Historical Institute
449. Annuity Funds
454. Placement
Adjournment followed.
Herbert Mueller, Secretary.
