Chairman of the Division of Doctrine and Church Relations be listed in the Handbook as members of the
Council of Administrators. (see Minutes, 42).
196. Administrative Assistant. Already earlier in the biennium it had been pointed out that perhaps the
position of Administrative Assistant to the President, established by the Board of Directors, should be
defined in the Bylaws, since the Bylaws designate the Executive Director as the administrative assistant to
the President with reference to the operating and service divisions of the Synod and since the Bylaws
make the Vice-Presidents the principal advisors and representatives
of the President. After considerable discussion it was decided not to propose any Bylaw since it was the
majority opinion that the initiative for this should come from other sources. (See Minutes, 97).
197. Woman Suffrage. The CTCR, having completed its study on woman suffrage, requested the CCM to
submit to the convention a recommended paragraph on woman suffrage for inclusion in congregational
constitutions. The Secretary had prepared a rough draft for such a paragraph. However, it was decided by
common consent not to make any proposal to the Denver convention, in the conviction that the
Commission would first need to have before it the action of the Denver convention on woman suffrage
itself, but to keep the proposed wording on file for future use. 198. District Boards of Directors, 1.21. It
was agreed by common consent not to recommend any revision of this paragraph (See Minutes, 97).
199. Appeals Procedures, 5.31. It was generally felt that at least the first sentence of 5.31 a should be
clarified. The Commission resolved to have its Chairman write to the Board of Appeals with the 2!Wtion
that it make a study of this matter (See Minutes, 97).
200. Concordia Retirement Plan, 10.41. In view of the fact that this paragraph had been drafted by Legal
Counsel, it was agreed by common consent not to propose any changes in the wording (See Minutes, 95).
201. Postponements. The Commission agreed to postpone for later consideration the following questions:
9.71, 9.73, and 2.85 c, 2. Any conflict? Clarification? (See Minutes, 85 & 124).
6.39 a and 6.153 a. Any duplication here? (See Minutes, 90).
202. Editorial Changes. The Commission decided by common consent to make the following editorial
changes in the next edition of the Handbook:
2.89 g. Change "delegates" to "convention." (Minutes, 86 and 124).
2.105 a 2. Change "presently" to "at present" (Minutes, 87 and 124).
3.21 b. Drop "also." (Minutes, 88 and 124).
3.51. Last word: change "church" to "Synod." (Minutes, 89 and 124).
8.75 i. Drop "of the Walther League." (Minutes, 92 and 124).
10.45 b.
Change last line on page 182 to read "as amended from time to time." (Minutes, 96
and 124).
203. Overture on Majority Vote: By common consent it was decided to revise the previously adopted
overture on majority vote in all elections to read: "Resolved, That Bylaws 2.125 and 3.33 be amended to
read as follows, effective forthwith and governing the elections at the 1969 convention."
204. Presidential Election: In answer to a suggestion from Dr. Wolbrecht, the Commission by common
consent decided not to propose changing the 75% to a simple majority in 2.129, governing the nominating
ballot for President.
