189. Ratification Revision of Overture Concerning Elections by Majority Vote (Minutes, 183): After the
previous meeting it was felt necessary to insert into the proposed revised Bylaw 2.125 (and 3.33),
paragraph b, the following lead sentence: "Except in the election of the President and the Vice-Presidents,
the following regulations shall apply." The Commission formally ratified this change in the overture.
------------190. Report to the Convention: At two different times during the course of the meeting the Commission
finalized its report to the convention on the basis of a rough draft prepared by the Secretary. The
following actions were taken with reference to suggested recommendations to the convention.
191. Board for Convention Nominations: The Commission resolved to recommend the addition of the
following paragraph to Section 2.139:
b. The Board for Convention Nominations is an ad hoc convention committee, to which
limitations on holding multiple offices do not apply. (Present b becomes c).
192. Definition of Elective Office: In order to remove an ambiguity the Commission decided to
recommend revisions of Sections 2.15 and 3.35 to read as follows:
2.15 Holding More than One Office
a. No one, either in the Synod or in a District, or between the Synod and a District, shall hold
more than one elective office; or more than two offices, although one or both be appointive; or
ever hold two offices of which one is directly responsible for the work done by the other.
b. An office shall be regarded as elective only if it is an office filled through election by a
synodical or District convention, even though a vacancy in such an office may be filled by
appointment.
c. Doubtful cases shall be decided by the President of the Synod.
193. Removal from Office, Faculty Member. In line with a recent opinion adopted by the Ccm mission, it
resolved to recommend to the convention the following addition to Bylaw 6.83:
.....with the provision, however, that in the event of a suspension, the case shall be submitted to
the synodical Board of Appeals instead of the District Board of Appeals.
194. Convention Procedures, Bylaw 1.27. In a previous meeting the Commission had already adopted an
overture for the revision of this major paragraph concerning reports and overtures. The Commission now
approved the preamble which the Secretary had prepared, decided to include this entire document as the
final recommendation in the Commission's report instead of submitting it as a separate overture, and
amended proposed paragraph g now to read: "g (see part of present b). Any member of the Synod
(congregation, pastor, teacher) and any lay delegate to the convention wishing to express comments on
reports and proposals appearing in the convention manual may submit these in triplicate at least one week
prior to the convention to the Secretary, who shall transmit them to the appropriate convention committee
for consideration."
195. Membership of Council of Administrators. It was decided by formal motion not to recommend, as
had been suggested previously that the Chairman of the Division of Church Government and the
