the method of election of various boards, and regarding the number of members to
serve on certain boards now followed (see pages two, three and four, UNIFORM

NOMENCLATURE, in the Blue Book dated October 2, 1963, SPECIAL COMMITTEE).

92. There was general acceptance of the items listed under "2. Application

of Terms’.

93. Under "3. Method of Selection”, paragraphs 2 and 3, there was some doubt
as to whether these boards should be made elective. However, if they remain
appointive, it was noted that the term "Board" could not be changed to ''Commission"'
because of the charter taken out by these groups in the State of Missouri. But
the Concordia Historical Institute and The Lutheran Church--Missouri Synod Founda-

to take care of the formation of certain boards and commissions to conform in

the manner provided for in their respective Bylaws.

94. There was general endorsement of all other paragraphs under "3. Method of
Selection” with the exception of paragraphs 5, 6, 11 and 14; the status quo for

these paragraphs will remain as is.

95. Under "4. Number on Boards", it was decided to keep the Operating Board
for Radio Station KFUO at eight members; that nothing can be done about the number
of members on the Board for The Lutheran Church--Missouri Synod Foundation since
they are incorporated; that the number of members on the Board for College and
University Work be increased from three to seven; and that the new method of
selection (the election of the boards which formerly were appointed and now
require election) be used for the first time at the convention following the 1965

Detroit Convention.

96. Taking into consideration the above recommendations, tentatively, Synodi-

cal Handbook Sections 2.03 and 2.05 would appear as follows:
