Exhibit "A"

1. Whereas it was admittedly not the intention of the Convention
of Synod held at San Francisco to place any of the documents discussed
in resolution 9 on the same level with confessions in the Book of
Concord;

2. Whereas it was not the intention of said Synod to modify
Article IJ of the constitution;

3, Whereas resolution 9 in its present form may readily be inter-
preted as implying that documents drawn up by Synod are on the same
level with those in the constitution and hence to be used as norm in
the same manner;

4, Whereas an understanding of the proper relationship existing
between doctrinal statements formulated by Synod, and the normative
bases given in the constitution, Art. Il, is of great importance to
the Lutheran Church - Missouri Synod and the entire Lutheran Church;

5. Whereas this relationship should be carefully studied and
verbally expressed;

6. Therefore the constitutional committee recommends to Synod
that it refer this resolution to an appropriate committee or group
with broad representation for careful study and wording.
