MINUTES OF THE MEETING OF THE COMMITTEE ON CONSTITUTIONAL
MATTERS, FEBRUARY 28, 1961

The meeting was held in the Lutheran Building and was opened

with prayer by Chairman Meyer.

All members were present: Pastor W, H, Meyer; Dr. Alvin Mueller;

Mr. Herbert F. Kuenne: the undersigned; and Advisory Member Dr. Arthur

Nitz.

The minutes of the meeting of November 2, 1960, were read and

accepted after the following paragraph had been inserted to follow the first

paragraph of the afternoon session:

"The Board discussed briefly the advisability of having

a Vice-President of the Synod as a voting member of

the Committee on Constitutional Matters. A possible
conflict of interest was pointed out and it was a reed

that the Cause would be Served better if a Vice-Pres-
ident of the Synod would become an advisory member

of the Committee on Constitutional Matters and that

the vacancy now existing on this Committee should be

filled by asking someone else to Serve as voting member. ''!

Throughout the discussion it was made very plain that the views being

expressed were entirely impersonal,

Dr. Alvin W. Mueller of Decatur, Illinois, newly appointed member,

was welcomed by the Chairman.

Dr. Nitz pointed out that he is entirely satisfied with his status as an
advisory member of the Committee on Constitutional Matters and that there
is definite value in having a Vice-President of the Synod acting in this capacity

and being in a position to report to the President of the Synod any matters

that should be brought to his attention.
