The Committee now took up for discussion the letter that had been
received from the English District which had requested a ruling on the
constitutionality of Resolution 9 presented by Committee # 3 at the San
Francisco Convention and eventually adopted by the Convention. This
resolution dealt with the status of the Brief Statement, reaffirming that
"every doctrinal statement of a confessional matter
adopted by Synod as a direct expression of Holy
Scriptures is to be regarded as public doctrine in
Synod; that the Synod's pastors, teachers and
professors are held to teach and act in harmony
with such statements;" and stating that those 'who
believe that such statements are not satisfactory,
in part or in their entirety, are not to teach contrary
to them, but rather are to present their concern
to the brethren in the ministry particularly in conf-
erences, to appropriate District officials and if
necessary, to the Synod's officials" (Page 191,
1959 Proceedings).
The Chairman read a six paragraph statement which he had received
from Dr. Lueker (See Exhibit “A''),
A general discussion of the entire situation followed.
Mr. Herbert Kuenne read the resolution adopted by the 1960 English
District Convention in this matter (See Exhibit "Bl'),
Mr. Kuenne then presented a draft of a proposed answer to the English
District. This document was carefully reviewed, paragraph by paragraph
and, after certain minor changes had been made, received the approval
of all members of the Committee.
It was agreed that the Secretary would draft the final answer to the
brethren of the English District incorporating the suggestions that had been
offered and making available to the members of the. Committee the final draft
before sending it to the President and the Secretary of the English District
