_4.
It was also agreed that the Committee on Constitutional Matters does
not have the authority to add any footnotes to Paragraph 6. 83 of the Bylaws,
but that the Committee on Constitutional Matters, together with the Board
of Appeals and other interested persons, should rewrite Section 6. 83 for
recommendation to the 1962 Convention.
It was also agreed that Board Member Kuenne should be requested
to give some study to this matter and to suggest an improved wording of
Section 6. 83 to our Committee.
The Board now took up for consideration a situation that had been
precipitated when the Atlantic District at its 1960 Convention had adopted
the following resolution:
"It is recommended that all church-connected agencies
of any kind in the field of social welfare both local and
national seeking support at this time or at any time in
the future from the congregations or from individial
members of the Atlantic District be required to obtain
permission from the Welfare Committee for such
solicitation, that they agree to submit to such regulations
and restrictions that the Welfare Committee may see
fit to impose and that, if possible and practical, such
solicitation be integrated with the appeal of the Welfare
Fund."
The question had been asked whether this resolution of the Atlantic
District is in conflict with Section 9. 73 of the Bylaws (''Collections beyond
District Bounds") and Section 2. 79-d ("the Board of Directors shall regulate
the collection of monies from congregations and in Synod-at-large beyond
the confines of any one District. No individual, congregation, or private
organization shall solicit monies in Synod-at-large without the consent of
the Board of Directors. This rule shall not be construed to interfere with
District or local financial undertakings, provided that the collection of monies
shall be confined to the District or the respective area."').
