Meeting of the Committee on Constitutional Matters 11/10/55 29.
"professor" in the first line of Section 5.23 should be removed. |

X. The Committee favored the suggestion of the Board of Appeals to add to
Section 5.23 the words: "If the District officers fail to act, the President of
Synod, by virtue of Cower given in the Constitution (Article XI, B 1. 2. 3) may on V
his own initiative institute proceedings, take administrative action, and, if neces-
sary, present charges to the District Board of Appeals." (Cf. Minutes, page 9f.)

&. The Committee did not favor the suggestion of the Board of Appeals to add
in Section 5.81, line 6, after the word "Synod", the words: "Such as Synod's system
of higher education, foreign missions, or any other agency directly under the con-
trol of Synod" as unnecessary. However, the Committee favored the suggestion to add
after the words "settle it" in line nine, the words: "The President of Synod may //
also (on his own initiative| initiate proceedings in such cases. (See Constitution,
Article XI, B 1. 2. 3.)

q The suggestion of the Board of Appeals as to Section de113 were adopted
to add in the third line after the word "appeals" the words (without parenthesis):
"This provision does not prevent the President from exercising his power to advise, /
admonish, and reprove at his own discretion." The Committee favored the grammatical
correction in lines one and two, where it should read: "shall be directly referred"

N. The Committee did not favor the addition in Section 6.81: "If such

etc.

member feels he has not been treated fairly, he may appeal his case as provided
for in Section 5,81" as unnecessary.

“i The Board of Appeals also suggested a rewording in Section 6.83, but the
Committee felt that the paragraph should remain as it is, except that it might read
"relieved of his office" instead of "suspended or removed" in the third last line. "

ty. The Committee thought well of the proposal that a paragraph like Section
213 be added with reference to District officials, reading: "All District officers,
boards, commissions, and comittees shall be accountable to the District for all
their transactions, and every decision of such board, commission, and committee may

be appealed to the District." This paragraph would become Section 3.33. V
