Minutes of the Committee on Constitutional Matters 11/10/55 28.
4. Attention was called to the fact that our lutheran high schools, of
which we have three in the Chicago area, in order to meet the actreditation require-
ments of the state, may fail to come up to the religious requirements of the church.
Under Section 7.53 of the By-Laws the "general supervision" of the educational pro-
gram of such high schools shall be with the District Board for Parish Education. It
was agreed that the religious education of the students in these schools is of para-
mount importance all the more since they prepare their graduates for future service
in the church after these have continued their education in our normal schools. In
the opinion of the committee Section 7.53 needs to be strengthened, The committee
therefore suggests that the people interested in this problem memorialize the Board
for Parish Education and the Board for Higher Education to study this matter and to
see to it that an adequate program of religious training be set up for such high
schools.

should be embodied in the Handbook. The committee reacted negatively. However, it
was agreed that Section 2.09 should be amended. The present wording should remain
as it is as Paragraph "a" and Paragraph "b" should be added as follows: "The board
or commission under which such salaried executives serve shall draft the necessary
regulations for the conduct of their office." This change will be brought before
Synod for adoptier. The question was whether these regulations, after being Grav |
up by the respective board, should be submitted to our committee | ‘for clearance be-
fore final adoption as to any possible conflict w- with the Constitution and By-Laws.
This 5 matter was to be considered by all members of the committee and come up for
future discussion and decision.

the power to suspend professors to the electors. It was agreed that the word I
