MINUTES OF THE EIGHTH MEETING OF °
THE COMMITTEE ON CONSTITUTIONAL MATTERS, cs
CHICAGO, ILLINOIS - NOVEMBER 10, 1955. "5
o>
c
The meeting was opened with prayer by the chairman, the Rev. W. H. Meyer.
All members of the committee were present.
1. The minutés of the last meeting were reviewed and adopted. The ques-
tion as to whether the Board of Control of the St. Louis Seminary has the right to
appoint a summer lecturer without the previous consent of the Board for Higher
Education (Cf. Handbook, 6.52 and 6.54) was to be brought to the attention of the
Executive Secretary of the Board for Higher Education, Prof. Wolbrecht, so that it
will come before the next Synod for clarification. - As to paragraph 10, page 26,
all members had given this matter of a Memorial regarding representation of the
Board of Directors from all parts of Synod more consideration (1953, Proceedings,
pages 482f) and went on record as not favoring the plan.
2. It was agreed to suggest to the Board of Directors that the matter of
amending the charter of Synod (Cf. page 561, 1953 Proceedings) be referred to a
committee consisting of Mr. George Eigel, Mr. Herbert Kuenne, and Mr. Henry Buck,
together with the President of Synod or one of the Vice-Presidents.
30 Dr. Fe Niedner, Secretary of the Board of Control of the St. Louis
Seminary, who had recently retired as pastor of the church at St. Charles, Missouri,
had asked for an opinton of the committee as to whether a congregation may by reso-
lution confer upon an advisory pastor the right to vote at a District Convention in
the place of the pastor of the congregation. He had the special interest in being
counted as a voting pastor since he wished to retain his position as member and
secretary of the Board of Control of the St. Louis Seminary, to which he was elected
for a six year term at the Houston Convention. The committee was of the opinion
that Pastor Niedner as an advisory pastor could not be given the vote at synodical
conventions and in his present position could not serve on the Board of Control of
the Seminary since the By-Laws expressly provide in Section 6,25 that the three
pastors on the board must be voting members of Synod.
