Minutes of the Qggmittee on Constitutional Matters 1/26/55 25.

involved throughout the States that we are not in a position at the present time

to give definite advice with regard to this question. In the mean time the proposed
paragraph is to be retained, as follows: "If at any time a separation should take
place in this congregation on account of doctrine, the property of the congregation
and all the benefits therewith connected shall remain with those members who will
adhere to paragraphs 2 and 1] in this constitution." Asyan arbitration committee,
Pastor Hecht was to be advised to confer with an attorney of his state before they
put anything into their by-laws concerning such a committee, particularly whether
the decision of such a committee is to be advisory only i whether it is to be
considered final. - Mr. Kuenne was asked to study the question whether it would be

Board of Arbitration in such matters. This matter is to be taken up later.

of "Special Lecturers", and there it seems that only the extension of tenure beyond
two semesters on the part of such a Yibrer requires the prior consent of the Board
for Higher Education. To clarify the matter, the Board for Higher Education could

come to the next Synod for further clarification.

6. The mittee again discussed the question proposed by Dr. F. Niedner
for the St. Louis Seminary Board of Mitro1, whether the four groups mentioned in
- Section 6.109 could nominate more than one candidate to fill an administrative
Wpition or professorship or associate professorship. The Committee was still of
the opinion that Section 6.109 does not prevent a congregation, the Board for
Higher Education, the Board of Control, or the faculty from nominating more than

one candidate for any such position, as we wrote them at the time. It was stated
