A chief part § 1. The 5th chief part § 2. An office § 3. What kind of power § 4. What it consists in § 5. Originally Christ has it § 6. Given to the church § 7. The use § 8. The public administration § 9. How the keys are to be administered § 10. The abuse § 11. The power of the keys § 12.
Seat of this doctrine: Matt. 16, 15-19. 18, 18. John 20, 22. 23. (No. 77, 27.)
1. The Office of the Keys is one of the chief parts of Christian doctrine. Core. Can. 89, 9.
Note a. Whoever errs in this will also err in other doctrines.
Note b. R. Pi. 1. As important as it is to know that forgiveness can be obtained, so important is it to know how and where it can be obtained.
Note c. Because this doctrine is much attacked, it should be diligently taught.
In our catechism the Office of the Keys is the fifth chief part; in many other catechisms it is omitted.
Note a. That it was composed by Luther cannot be proven, although it reproduces Luther's teaching.
Note b. The first question is found almost word for word in Luther's writings; the second and third questions stem from Luther's faithful co-workers and were taken into his catechism under Luther's own eyes.
Note c. The rationalists again removed it from the catechism.
Note d. Whether this chief part should be numbered and placed alongside the other five chief parts has needlessly troubled many minds. We do not quarrel over the number of the chief parts.

3. Das Amt der Schlüſſel iſt
a. ein Amt, ein Dienſt, der einem Menſchen Gewalt und Recht gibt, manches zu tun, was andere nicht tun dürfen.
Anm. Amt wird hier abſtrakt genommen, abgeſehen von den Amtsträgern;
b. ein Schlüſſelamt.
Anm. a.

3. The Office of the Keys is
a. an office, a service that gives a person power and right to do certain things that others may not do.
Note. "Office" is taken here abstractly, apart from the officeholders;
b. an office of the keys.
Note a. Keys are a symbol of granted power. To whomever one hands over the keys of a house or a city, to him one transfers authority.
Note b. The keys of the kingdom of heaven. He compares the kingdom of heaven to a city. Whoever has the keys to it can let in whomever he wishes.
Note c. Through the word "keys," therefore, figuratively exactly the same thing is said as through the word "office." The keys are the office, and the office is the keys.
Note d. The key of knowledge, Luke 11, 52, is the preaching office. The keys of David, Rev. 3, 7, are identical with the keys of the kingdom of heaven.

wenn ſie Verbrecher ſtrafen oder begnadigen;
und Herrſchaft in der Kirche;
Anm. Menſchenordnungen ſtellen wir nicht als geiſtliche Prieſter, ſondern als vernünftige Menſchen;
was damit zuſammenhängt.
Antith.

4. What kind of power is it? It is
a. a real power, not an empty title or figment of thought; a power such as kings exercise when they punish or pardon criminals;
b. a high, glorious power - to pardon sinners, to open and shut heaven! How does the power of parents and government compare to this! With what dignity has God clothed us!
c. not a worldly power. It does not pursue worldly ends; it has nothing to do with legislation and dominion in the church;
Note. We do not set up human ordinances as spiritual priests, but as reasonable human beings;
d. a purely spiritual power. It has to do only with the forgiving and retaining of sins and what is connected therewith.
Antithesis. The Pope has also made this power into a worldly power, into a den of murderers.

9. Publicly the keys should be administered only by called servants of the congregation.
Note a. The public use does not abolish the common use. By this the Christian gives up neither possession nor all use; he merely appoints a servant.
Note b. Christ's servants receive the Office of the Keys from the congregation.

Anm. a.
Matth. 18, 17.
Unm. a.

10. The keys should not be administered according to one's own discretion, but according to Christ's command
a. to forgive the penitent. 2 Cor. 2, 6: Sufficient to such a man is this punishment, which was inflicted of many, etc. Luke 7. "Loose those who repent of their sins and want to amend."
Note a. If a congregation were unwilling to do this, it could not close its assembly with the Lord's Prayer without condemning itself.
Note b. The world, of course, will scoff when a congregation receives penitent, gross sinners.
Note c. The keys are given only to serve sinners.
b. to retain the sin of the impenitent, not to absolve him, not to admit him to the Lord's Supper. Matt. 18, 17.
Note a. What a sin it is to absolve the openly impenitent! One is to say to him: you are damned, and instead one says to him: you are blessed. One preaches: whoever dies without repentance goes to hell, and immediately afterward one pronounces him blessed through absolution.
Note b. To use the keys rightly, to distinguish Law and Gospel, is not easy, but a Christian art for which one needs the Holy Spirit. "He breathed on them."
Note c. In this one is bound to the means ordained by God. One is bound only through the Law, loosed only through the Gospel. Wanting to comfort through something other than the Gospel, e.g., "Other people sin too," is no comfort.
