75. Women in Circuit Forums (Ag. 1627): The Commission approved the letter which the Secretary had
written to Circuit Counselor Douglas Young of Audubon, Iowa, stating that women were indeed eligible
to serve on Circuit forums.
76. Eligibility of Fred Kuhlmann, CPH (Ag. 1629): After looking at the terms served by Fred Kuhlmann
on the Board of Directors of Concordia Publishing House, the Commission ruled that he was indeed
eligible for renomination and re-election to that board.
77. Tenure of Certain Members of Board of Directors (Ag. 1633) : Dr. Ralph Bohlmann had asked the
Commission to review its earlier decision regarding the eligibility of three members of the Board of
Directors to be re-nominated and re-elected (see June, 1982, Minutes 37). After much discussion the
Commission adopted a statement (attached to the Minutes) reiterating its previous ruling and suggesting
steps that may be taken.
78. Status of CTCR and Its Documents (Ag. 1606): Pastor Louis Launhardt of Cape Girardeau, Missouri
had raised specific questions regarding this subject and had been granted the privilege of a personal

decided to hold the item on the agenda for the next meeting (see Minutes 70).
79. North Dakota District Bylaws (Ag. 1262) : It was reported that the Commission still had received no
definitive reply to its previous communications.
80. Challenge Re Canadian Seminary Location (Ag. 1569) : The Secretary was instructed to write to
Pastor Howard Ulmer that since seven months had elapsed since the Commission had requested further
information from him and the Commission had not heard from him, the Commission was assuming that
he had resolved the conflict for himself and the Commission was therefore closing its file on the matter.
The item, however, will be held on the agenda for the time being.
81. Southern California Bylaws (Ag. 1591): In addition to the suggestions offered by the Commission in
its April 5 letter, the following points are to be called to the attention of President Arnold Kuntz:
100.31 It will be necessary to insert the word "elected" before both references to synodical and
District positions.
415.62 The Commission would suggest a better wording somewhat to the effect: "Preserve and
make ready for reference all official records regardless of their physical forms."
130.22 The Commission suggests avoiding pitting the President against the Board of Directors
by adding the word "subsequently," placing either the President or the District Board of
Directors first in succession, preferably the President.
82. Florissant (Ag. 1592): This case is still in process.
83. Guidelines for District Constitution Committees (Ag. 1593) : No further report available at this time.
84. Rewording, Kansas Adjudication Ruling (Ag. 1589, B): The Commission ratified the slight rewording
made necessary when this ruling was published in The Lutheran Witness in a formal way.
85. Boulder Campus Congregation (Ag. 1603, A): The Commission noted the letter of thanks from Pastor
Stuenkel. However, the Commission instructed the Secretary to write to the pastor, stating that we are
