Since these two commissions formerly had no limitation of tenure and since no board or
commission is any longer exempt from the limited tenure rule, the Commission holds that
those who have served more than two full successive terms are not eligible. It is also
understood that no disruption is anticipated in the work of their commissions as a result
of this ruling. [Cf 128 72]
8. CTCR
Terms
1975-79
1979-83
Under the former limited tenure rule this individual is eligible for another elective term.
9. Irvine
Terms
1967-79
1979-83
Because of the length of the first term the Commission holds that this previous service is
the equivalent of more than three full terms and therefore the individual is not eligible.
38. Commission on Adjudication, Kansas District (Ag. 1589): In answer to a request for a ruling the
Commission ruled that if the case has already been argued before the Co ission on Adjudication, only the
surviving members may decide the case; if the case has not been argued, as seems to be the situation, new
members may participate and are fully eligible.
39. Pittsburg, Kansas (Ag. 1596, A,B): The acting chairman of the Kansas District Commission on
Adjudication had addressed several questions to the Commission. It decided to inform him that some of
his questions had been answered in the ruling listed above. It also concluded that the convention of the
Synod had remanded to that commission the question of Messiah's membership with the instruction to
make recommendations to the next synodical convention; the case against Pastor Pennekamp is a new
case. It was decided to send a short letter to Carl Schuette who had written on the matter, enclosing a copy
of our reply which we believe have resolved the issues.
40. Elections: Carl Eberhard was elected chairman and John Klotz vice-chairman, of the Commission.
41. Vote of Pastor Who Leaves the Parish (Ag. 1598): The Commission ruled once again that upon
acceptance of a new position an individual is no longer pastor of the congregation which he has served
and therefore cannot represent the congregation as a voting delegate at a District convention (see Minutes
51).
42. Boulder Campus Congregation, Women Holding Office (Ag. 1603) : Pastor Robert E, Stuenkel had
asked whether it was mandatory for that congregation to include in its constitution and bylaws an article
limiting the offices which women could hold. He had enclosed also a copy of that congregation's
constitution. After considerable discussion the Commission decided to reply along the following lines:
While it might be advisable for a congregation to include in its constitution and bylaws a
paragraph limiting the offices which women may hold, the Commission concludes that such
inclusion cannot be made mandatory.
