335. Hispanic Seminary Extension (Ag. 1135, A,B,C,D): Since the convention had taken action on this
question the Commission decided to remove the item from its agenda.
336. Kansas District Guidelines (Ag. 1189, A,AA,B,C,D): The Kansas District Board of Directors had
submitted four different policy statements for review. The Commission took the following actions:
Procedure: Appraisal of the District President
The Commission had already taken action on this, calling attention to the fact that the
Commission's ruling regarding removal of District presidents was a better approach to part of the
problem and that the section on medical concerns should really be submitted for review to the
synodical Commission on Ministerial Health.
In general, the Commission holds that whatever procedures are developed they are to be in
harmony with the ruling regarding removal of District presidents and with the Handbook
requirements in Chapter V; in case of any conflict, the synodical provisions would prevail.
Procedure: Appraisal of District Elected or Appointed Pastors, Teachers, or Lay Personnel
The Commission concluded that it had no objection to this procedure as long as all actions are in
keeping with Section V of the synodical Handbook.
Policy: Retirement Plan for "Called" or Contract Personnel
The Commission recommends that the District consult with Mr. Earl Haake to determine whether
this policy is in harmony with synodical regulations.
Policy: Retirement Plan for Other than "Called" or Contract Personnel
The Commission recommends that this policy also be submitted to Mr. Earl Haake to determine
whether it is in harmony with synodical regulations.
337. Nickel-Tietjen (Ag. 1222): The Secretary gave the Commission an update on the case, namely, Dr.
Nickel's announcement of the expulsion of Dr. Tietjen and Dr. Tietjen's decision not to challenge or
appeal that action.
338. Dallas Resolutions (Ag. 1223): This item had been incorporated in the earlier extended action
regarding the new synodical Handbook.
339. Bylaw 6.54, b (Permanent Tenure) (Ag. 1225): Someone had wondered whether it might be
necessary to make some adjustments in this bylaw in view of a convention resolution. The Commission
agreed with Art Ahlschwede that no change was necessary.
340. Special Provision for Canadian Fellowship (Ag 1228): Dallas Resolution 3-24A states that the
Commission on Constitutional Matters and several other groups should study the advisability of
amending the Bylaws to permit our Canadian Districts to enter into fellowship with another Lutheran
church body. No action was taken but it was decided to keep the matter on the docket to await
developments.
341. Participation in Wedding Ceremonies (Ag. 1233): Rev. E. W. Blumenkamp of Glencoe, Minnesota,
had asked whether it was the intent of Dallas Res. 3-25 that there be no participation by clergy of the
