233. C. A. Swanson Correspondence Re Gerald Miller (AQ 1022A); Neunaber Resignation .(1116);
News Release on Board of Directors' Action Regarding_ AELC (1122); Prevallet Report Regarding the
Status of Church Extension Fund Sales Program in Arkansas (1125); Article in Liberty (1126); An Article
on the Question of Interpreting of Legislating (1128); Ressmeyer Resignation (1127); Request for
Campus Ministry Opinion from Martin Taddey (1134): The Commission took note of these items and
removed them from the agenda.
234. Seminex Request forkRuling Concerning Student Aid Funds (Ag. 1114): The Commission ratified
the action of the Secretary in acceding to a request for a copy of this ruling.
235. Letter of Mr. Arthur H. Richter Regarding Nominating Procedures for President and First VicePresident (Ag. 1138): The Commission ratified the letter of explanation which the Secretary had written
to this chairman of a member congregation.
236. References to "Members" in Handbook (Ag. 1136): The Commission ratified the reply of the
Secretary to staff person Herman H. Koppelmann of the Task Force on Structure to the effect that the
word "member" in the Handbook refers specifically to congregations, pastors, and teachers. However, the
Commission decided to inform him that in some places in the Handbook the language should be cleaned
up (e.g., Bylaw 1.05) to make this more plain.
237. Article VIII, C (Ag. 1140): William J. Fackler had inquired about the suggested revision of this
article appearing on page 215 of the latest Convention Workbook. The Secretary had written informing
him that this had not been proposed for action at that time, that it had been suggested as a testing of the
waters not by the CCM but by the Committee for Reorganization, and that this matter was now in the
hands of the Task Force on Structure and Reorganization. The Commission ratified this reply.
238. Electing Representatives to Circuit Meetings for the Election of Convention Delegates (Ag. 1147):
Secretary Arleigh Lutz of the North Wisconsin District had asked whether the Handbook should not
provide procedures for such congregational elections of representatives. The Secretary had replied that it
had always been regarded as an internal matter for the congregation to decide the procedures to be
followed, as long as the selection of such a representative would indeed be an official action of the
congregation. The Commission ratified this reply.
239. Appointment and Election (1152; no exhibit): The Secretary called attention to a problem which was
confronting the Committee for Convention Nominations and several other groups. A certain individual
had been appointed to the Church Extension Fund while it was still an appointed board. The recent
convention changed it to an elected board. Recently this same individual was appointed to fill the
unexpired term of Mr. Carl Dauten on the Board of Directors of CPH, an elected board. The question was
raised whether this did not constitute the holding of two elected positions, which is forbidden in the
Bylaws. The Commission ruled that the man's present term on the Church Extension Board is an
appointed position even though the board is now an elected board. So at the present time he may serve on
both boards. However, when his present term on the Church Extension Board expires, he will be ineligible to hold positions on two elected boards.
The meeting stood adjourned.
