could be given the power to act and to make final disposition of the case. However, it was agreed that

MINUTES OF MEETING OF COMMISSION ON CONSTITUTIONAL MATTERS
August 24, 1973 - St. Louis, Missouri
305. Krieger opened the meeting with prayer. Freise appeared shortly before noon and Prevallet shortly
after noon. This brought the Commission to full strength. The minutes of June 7-8 and of July 5-13, 1973,
stood approved as submitted.
306.
Constitutional Amendments (Ag. 246), Further Correspondence with R. Bohlmann (Ag. 375-A
and B), Congregations Demitting (Ag. 19): The Commission decided to drop these items from its agenda
at least for the time being.
307. Women Teacher Members (Ag. 393): Since the convention had passed a major resolution permitting
women teachers to become members of the Synod, it was decided to drop also this item from the agenda.
308. Woman Suffrage (Ag. 277): This item was also dropped since the CTCR had reported to the
convention its conviction that nothing further needed to be done and the convention had indeed taken no
further action.
309.
Tri-Lutheran Campus Ministries (Ag. 397, A to G, 379, 387), Congregational Constitutions (Ag.
293 A to N), Selective Fellowship (Ag. 265), Joint Committee with CMMC (Ag. 300): These items were
held on the agenda awaiting a further time and also in most instances a further report from the CTCR.
310.
Status of Delegate Who Moves (Ag. 488): President M. Lieske, Minnesota South, had asked
whether a pastor who has accepted a call may still serve as delegate to a synodical convention if he stays
in his parish until after the convention? After considerable discussion the commission ruled. as follows. A
voting delegate, pastoral or lay, who knows that he will be moving from the electoral circuit which he
represents and is therefore unable to fill his two year term (Bylaw 1.51) as a delegate, is ineligible to
serve and should be replaced by his alternate. This ruling should become operative in preparation for the
1975 convention and should be publicized through proper channels prior to that convention.
311. Newly Elected Board of Control Members: In answer to a question raised by Dr. Carl Halter of the
River Forest Concordia, the Secretary had answered that the newly elected Board of Control members
take office immediately upon their election. The Commission formally ratified this reply. (Ag. 449)
312. District Bylaws (Ag. 6, 6A, 9, 11, 12, 236, 344, 344A, 365, 383, 430): No report was available on
the review of these bylaws.
313. Handbook Changes: The Secretary had written to the members of the Commission listing the bylaw
changes which he had discovered in checking through the resolutions adopted by the convention and
asking the members of the Commission to double check especially the resolutions of those floor
committees to which they individually had been assigned. In addition to this list (attached to the minutes),
the Secretary now also called attention to several problem areas that he had discovered requiring some
