8.01a.
Suggestion: "The Board for Missions shall consist of 24 members who shall be elected
by the Synod. Twelve of these members are to be elected from the clergy..."
8.01a.
Question: Why does the Hoard for Missions need to be so very large? With an adequate
staff, this does not seem necessary.
8.0lb.
Eliminate, since we already have a catch-all paragraph in 2.08.
8.03b.
This needs to be reworded in the form of a bylaw instead of a "suggestion" to a
"committee". Perhaps this should become a "shall" paragraph and be listed as a, with a
becoming c, and c becoming b.
8.07 and 8.09. Some members of the Commission felt that there seems to be same commingling of
functions and duties.
8.09f.
Suggestion: "f. Engage such additional clerical and professional help as may be
necessary and negotiate for the services of staff coopted from other departments of the
Synod."
8.09 h, m, n. Question.- Would it not be better to drop the "e.g." section in each paragraph?
8.09o.
This seems to be too restrictive and also at the same time unnecessary.
8.13a.
Suggestion: "...it shall elect from its voting membership a chairmen..."
8.13c (and 8.Ola). We suggest that the terminology be checked. We also raise the very important
and basic question: Will the various phases of the work be supervised by a committee
instead of the board as such? The fact that the board normally meets only twice each
year would indicate that this is the plan. The Commission would like to at least raise the
question whether this is wise and necessary (see our second comment above for 8.01a).
If this procedure is indeed contemplated, then the Commission asks: Will every phase of
the work be supervised by a sub-committee of duly elected voting members of the board
or by a committee consisting also of nonmembers? If the latter is to be the case, we
would question its propriety. It is our opinion that only the duly elected board members
should supervise the mission programs of the Synod. Persons who axe not members of
the board may serve the board on study and fact-finding commissions rather than in a
supervisory, policy establishing, or decision making capacity.
8.17a.
Simplify: "The Board shall meet in regular session at least two times each year." Omit
the first sentence.
8.301.
We approve the wording but have already decided to move this paragraph in the next
edition of the Handbook to the chapter "XVII. Recognized Auxiliaries (Organizations)."
We also raise the question of whether the board in this paragraph means the Lutheran
Medical Mission Association or the Medical Mission Council.
467. Board of Appeals: Chairman Kuenne distributed the rules developed by the Board of Appeals.
468. District Documents: In the closing moments Kuenne suggested that the District documents which
had been assigned for analysis be sent to him with comments and notations.
