all procedures regarding management of property in the Synodical Handbook, but that it would be wiser
to list merely certain principles and basic procedures. He gave expression to the following thoughts:
1. The property duties of the Board of Directors should vary according to the instrumentalities
involved, e.g.,:
a Districts - would handle their own internal affairs but the Handbook would sound a cautionary
note to assure uniformity and protection of the Synod's interests;
b. Colleges and seminaries - the duties spelled out in Chapter VI might be liberalized, keeping the
right of the Directors however in the picture;
c. CPH and the Foundation - written almost as at present;
d. Boards within Synod - the provisions of the present Chapter VI would be broadened to include
such boards and commissions.
2. The basic right of the Board of Directors should be retained as a right which could be asserted by

433. Brief Statement, Unalterable Articles: The Commission also approved a letter sent by Streufert to
Pastor Beaver of the Constitution Committee of the North Wisconsin District stating in effect that
congregations are not permitted to include subscription to the Brief Statement in an obligatory article of
their constitution.
434. Dr. Harms: President Oliver Harms appeared before the Commission with four questions. After
thorough discussion in executive session later in the afternoon, the Commission arrived at conclusions.
Mueller was asked to prepare rough drafts of the four opinions for further refinement on the following
day (see following paragraphs, 461 to 464).
435. Southern District - Martin Buerger: Mr. Leslie Allenstein had written to Kuenne, stating that he and
another individual had been appointed by the Board of Directors of the Southern District to deal with the
