136. Dr. Wolbrecht suggested the following changes in terminology in the Table of Contents of the
Handbook and also in the body of the book: XI. Church Literature; XII. Public Relations; XIII. Social
Action and Welfare.
137. 2.83, new, page 120_: It was decided to change the order under a to: An Executive Director, a
Controller, an Assistant Treasurer; to create a new 2.83b: "The Board of Directors shall appoint the
following upon recommendation of the Executive Director and with the approval of the President of the
Synod: A Director of Personnel, An Executive Secretary of Medical Missions, a Research Director, a
Statistician, a Transportation Secretary;" and to change present "b" to "c" and "c" to "d".
138. Omit old 2.93 Auditor: Dr. Wolbrecht suggested that a resolution of a prior convention made old
2.93 out of date and that it should therefore be eliminated; the same holds true for the word "Auditor" in
the list of 2.83, a.
139. New Order: It was also suggested that a better order would be: 2.91 Executive Director; 2.93
Controller; 2.95 Assistant Treasurer.
140. Executive Director 2.97: Dr. Wolbrecht suggested that 2.97, b, 4 be changed to read "exercise
leadership in planning, budgeting, and personnel matters among the chairmen of all divisions for which
he holds administrative responsibility," since it has been impossible to find any authorization for the
change that was made in the most recent Handbook in this paragraph. In 2.97, b, 1 it was also decided to
place "operating and service divisions" into lower case letters.
141. Medical Mission Counsel: It was resolved to ask the Medical Mission Counsel after January 1 to
consider changing its name to Advisory Commission on Medical Missions.
142. Chapter II, J: It was decided to eliminate the entire section "J. APPOINTIVE ADMINISTRATIVE
PERSONNEL," from Chapter II, since it involves duplication, both in 2.161 and 2.163, of other
Handbook sections.
143. Other Executive Secretaries: It was also suggested that the following statement might be added to
2.83: "Executive secretaries and agency staff members shall be appointed by the Board of Directors in
cases where there is no board or commission."
144. 2.55: It was agreed to change 2.55 to read: "Publication of Reports. The Treasurer shall publish
monthly reports of receipts from District Treasurers."
145. 2.109, Commission on Architecture: Change name throughout, and change five to "eleven's upon direction of the Pre
referred for action. Also insert the statement: "Of whom at least seven shall be architects, at least two
clergymen, and at least one teacher." (page 130).
146. Single Board for Missions: Dr. Wolbrecht stated that the special committee was at work on the
details of creating a single board for Missions.
147. Evangelism Committee: Dr. Wolbrecht agreed to relay to the special committee our concern that an
Evangelism Committee be incorporated in the proposed bylaws (See Resolution 4-27).
148. Assignments: The following assignments were made for making complete paste-ups available for
the printer, with the understanding that the sheets should be mailed to Secretary Mueller:
