was to be asked that the regulations might be henceforth omitted from the
Handbook. ‘

' Editorship of Church Papers. Whereas new regulations for the appointment
of a permanent editor of the Witness and the Lutheraner are to be drawn up
(Cf. Proceedings, page 544f.), these regulations are to be submitted to the
members of the Committee with the intention of including them in the Handbook.

General Church Extension Funds for Non-member Congregations. (Cf. Proceed-

ings, page 777.) The question had been submitted to Committee 6 at Synod whether
Church Extension Funds should be made available to congregations which are not
members of Synod, but whose pastors are members and are under the supervision of
District Officers. The Committee on Constitutional Matters had been asked for
an official interpretation of this question. The answer is: There is nothing
in the Constitution and By-laws that prohibits the District from making loans
to congregations not members of Synod, but whose pastors are affiliated with the
Lutheran Church - Missouri Synod. The Secretary of the Southeastern District

and the Church Extension Board were to be advised in the matter.

Adjournment followed.
