view that Districts of the Synod should submit their constitutions to
Synod's Committee on Constitutional Matters.
A lengthy discussion developed regarding the advisability of
having the Vice-Presidents of the Synod elected on 4 regional basis;
it was felt that this would give more opportunity to keep the Districts
and the congregations of the Districts under systematic survey and
that it would be of real help to the President of the Synod.
Board Member Mueller referred to the provision of the Bylaws
(6. 23-b) which stipulates that members of the Board of Control ''shall
be elected at the conventions of Synod for terms of nine years" etc.
It was his opinion that this was a very unwise provision since it created
the possibility of being handicapped for a period of nine years by a
person not suited by temperament or background to serve as 4 member
of the Board of Control.
It was agreed that the next meeting should be called when sufficient
business had accumulated to warrant the expense involved in assembling
the Committee; the suggestion was advanced that possibly the next
meeting could be scheduled in November.
The meeting adjourned and was closed with prayer.
