Sixth Meet of the Committee on Constitutional Matter 22.
proposal, which will have to be considered jointly with Committee 7.

pe Memorial 801, 21-27, was also reviewed, It was agreed that para-
graph 23 could also be considered by Committee 13. The matter in paragraph 24,
the Committee felt, could be added to Section 2.79 h. Paragraph 25 should be con-
sidered also by Committee 10 and could be inserted in the By-Laws as Section 10,50,
Item 26 should also be called to the attention of Committee 10.

q. fs to Memorial 802, the committee saw no constitutional objection
to this proposal, except that in the second resolution the question should be con-
- sidered whether we want an "equal" number of pastors and laymen on the Board of
Directors. The custom has beoy on such a board the majority should be laymen.

3. The resolution of the last convention (Proceedings 1950, page 561 f)
regarding the amending of the charter was never carried out. Mr. Eigel submitted
a proposed charter with amendments, but Mr, Kuenne thinks that some things still
have been overlooked. It was agreed that it would be best to let the matter rest
till after Synod and then proceed under the 1950 resolution.

4. The question of the so-called “model constitution® was discussed in
connection with several inquiries. It was resolved to ask Mr. Kuenne to draw up
a few articles to set forth what is essential ina constitution, as a guide to
congregations who must write or revise constitutions. For articles of incorpora-
tion a local lawyer must always be consulted. Mr, Kuenne agreed to answer the
correspondence in this matter. |

5. The proposal to change Section 1.59 b so as to give the Springfield
SeminarySemmery the same representation at Synod as the St. Louis Seminary will
be considered by Committee 6.

6, A letter fran Rev. Sheppard of Iowa on the Common Confession was re-

ferred to Committee 3.
