Bylaw D3.03 should be removed. The concept of “active in the district” is not defined, nor is it a
limitation found in the Bylaws of the Synod.
Bylaw D6.01, paragraph a should read: “a. Not contrary to the Charter of the district, or the
Constitution, Bylaws, and resolutions of the Synod.” In addition, the Synod bylaw reference
should be changed to read 3.9.2.2.3 (a).

With all business to come before the commission during this meeting having been addressed, the meeting
was closed with prayer.
