Synod. Those individuals who are eligible to serve as advisory representatives under Synod
Bylaw 3.1.4ff. are not to be included in these calculations or considered for election.
For Bylaw D2.01, see the general principles articulated in the second bullet above. Accordingly,
this paragraph will more accurately read:
The elective officers of the district shall be:
a. The president – a minister of religion—ordained elected from the clergy roster of the Synod;
b. Five (5) vice-presidents – ministers of religion—ordained, elected from the clergy roster of
the district with residence in the designated region;
c. One (1) circuit visitor for each visitation circuit – a pastor serving a congregation or an
emeritus pastor elected from the clergy roster of the district;
d. A secretary – a minister of religion—ordained elected from the clergy roster of the district;
e. A treasurer – a lay member of a member congregation of the district, appointed by the board
of directors.
Bylaw D2.02, paragraph a, line 5 should read “5. Three (3) ministers of religion—commissioned
who are members of the district.”
Under Bylaw D2.03, paragraph d, in order to distinguish this committee’s responsibilities from
that of the president of the district (Bylaw 4.8.1 [c]), the paragraph would better read: “d. A
committee to assist the president of the district in his review of conference essays,….”
Under Bylaw D2.04, the portion of the proposed wording for the final sentence that pertains to
relocation to another region should be clarified to read: “Any person elected hereunder shall
serve…until his/her relocation to another region within the district if holding a regional office or
position;….”
Bylaw D2.06 makes mention of a district handbook and additional regulations. The commission
requests opportunity to review this handbook in keeping with its responsibility to examine all
such documents (Synod Bylaw 3.9.2.2.3). The district is reminded that until the commission has
fulfilled its obligation in this regard, the status of such a handbook does not carry with it certainty
that it meets constitutional, bylaw, and resolution muster.
Under Bylaw D2.13, paragraph f, references to the Handbook of the Synod here and elsewhere
should be to the 2013 edition.
Also under Bylaw D2.13, paragraph f, the Synod bylaws referenced at the end of this paragraph
should also include mention of Synod Bylaw 1.10.10.2.
Under Bylaw D2.13, paragraph g, the final sentence should take into consideration that the
committee for nominations is not to be involved in all elections. The sentence will better read: “In
addition, he shall solicit nominations for the offices indicated in D2.01, and shall then
communicate these nominations to the committee for nominations or the judge of elections as
appropriate.”
Under Bylaw D2.13, paragraph i, the words “and approval” should be inserted after the word
“review” in keeping with Synod Bylaw 3.9.2.2.3 (a).
Under Bylaw D2.16, paragraph b, given the principle that residency determines eligibility to
serve in regional positions, the final phrase of the paragraph will need to be changed to read:
“…if they are no longer residents of the designated region which they represent.”
Under Bylaw D2.17, the listing of causes for removal is inaccurate. Since the list, along with the
removal process to be followed, are already provided by Synod Bylaw 1.5.7, this paragraph could
simply read: “Members of the board shall discharge their duties in good faith. The causes and
process to be used for removal from the board are provided in detail by Synod Bylaw 1.5.7.”
Bylaw D2.22, paragraph a should be changed to reiterate more accurately the requirement of
Synod Bylaw 1.5.3, so as to read: “a. The board shall meet at least quarterly at such time and
place and in accordance with these bylaws.”
Under Bylaw D2.22, paragraph c, electronic meetings of the board cannot take place “without
any limitation.” Board meetings must take into consideration Synod Board of Directors policies
