21. Election : Walter Tesch was elected unanimously as the Chairman of the Commission. By bylaw
stipulation, the Secretary of the Synod serves as the Secretary of the Commission.
22. 1995 Handbook Revisions (Ag. 2023) : The Commission reviewed and approved all of the bylaw
changes adopted by the 1995 convention as they had been incorporated in the draft manuscript of the
Handbook. In reviewing the entire manuscript, it was noted that there were a number of non-substantive
changes which should be made, and these were incorporated in conformity with Bylaw 3.905, c. It was
suggested that a statement to the effect that non-substantive changes have been made by the CCM be
included in the foreword to the 1995 Handbook. It was further suggested that a listing of these nonsubstantive changes be included in the minutes of the Commission.
The following non-substantive changes were made and noted:
•

addition of the words "ordained and commissioned" in Article XII

•

substituted the word "at" for "in" in the final line of Bylaw 2.07, b

•

substituted the words "ordained and commissioned ministers" for "pastors and teachers" in Bylaw
2.21

•

Bylaw 2.27, a, delete the comma after knowledge, facts, and constitution and add the word "the"
after the word "follow" in 2.27, a, 2

•

Bylaw 2.43, add the words "certified lay minister" in both the title and after "director of Christian
outreach" in the bylaw

•

Bylaw 3.55, a and c, add a Board for Congregational Services and a Board for Black Ministry
Services

•

Bylaw 3.59, delete the words "and for youth members of the Board for Youth Services"

•

Bylaw 3.63, b, substitute the plural "boards" for the singular

•

Bylaw 3.72, a, the first sentence, change "all" to "each" and "its" to "their" and in b, insert a comma
after the word "full"

•

Bylaw 3.801, put a semicolon after the word "convention," the number 3 before pastors, and delete
the brackets

•

Bylaw 3.805, insert a line above the number 74 to show that it is the total and begin the next
sentence with the word "the"

•

Bylaw 3.913, substitute the word "board" for "conference" as adopted by the convention since
board is the proper designation

•

Bylaw 3.928, e, insert the word "theology" after the word "practical"

•

Bylaw 3.933 is to be deleted since the Council on Stewardship will no longer exist

•

Bylaw 4.03, d, insert the word "the" before "church bodies'
