responded to the appeal and had pointed out that the matter was outside of the purview of the

116. Old Business : The Commission resolved to place agenda items 1603, 1643,A, 1657,A, 1662, and
1774, relating to district bylaws of the Colorado (Rocky Mountain) District, Minnesota South District,
Wyoming District, and Southern California District on hold.
117. President as a Party to a Case (Ag. 1828,A,B, Min. 88; Ag. 1843) : A request had been received
from a pastor in the Alberta-British Columbia District for the Commission on Constitutional Matters to
issue a ruling as to whether the President of a district was a "party to the case" when he brought a charge
against a member of the district. A similar request had been received from the Michigan District
Commission on Adjudication with regard to a matter in which the President of the Michigan District had
suspended a pastor in that district. Prior to ruling on these two matters which were closely related, the
Commission developed a diagram based upon the bylaws which indicated the procedure which would be
followed when complaints were brought against members of the Synod. Following Bylaw 2.27 in its
various steps, the Commission agreed that the following diagram fairly represented the process which is
outlined in Bylaw 2.27.
