actions taken with regard to the removal of Joseph Koranda from the pastoral ministry of The Lutheran
Church--Missouri Synod. The Secretary had replied, indicating that the Commission on Constitutional
Matters could not carry out such a responsibility, but would only be in a position to rule on specific issues
for which a ruling was requested. If a general review of actions is requested, the request should be
directed to the Commission on Appeals. The Commission ratified the reply provided by the Secretary,
suggesting that in appealing to the Commission on Appeals the appellant might wish to include written
responses received from the District Commission on Adjudication, together with any response which had
been made by him, in order to show that proper appeal procedures had been followed.
17. South Dakota District Bylaw Changes (Ag. 1568, A-C) : The Commission agreed with the proposed
changes in the South Dakota District Bylaws, but suggested that provision might be made for six-year
terms of members of the Board of Directors of the District, with one-half of the members being elected in
1985 for a three-year term and thereafter members being elected for six-year terms. This matter is to be
removed from the agenda of the Commission.
18. Stewardship and Financial Support (Ag. 1583): The item is to be retained in the docket since the
structure of the Department of Stewardship and Financial Support is not yet complete.
19. Membership, Boulder (Ag. 1603) : No response has been received with regard to this matter. The
Rocky Mountain District President is to be contacted, requesting a reply prior to the next meeting of the
Commission.
20. Review of Foundation Articles of Incorporation and Bylaws (Ag. 1616): The item is to be retained
on the agenda. The Commission will review the documents at a future meeting.
21. Ohio District Bylaws (Ag. 236) : The Secretary is to contact the District President, requesting a
response in preparation for presentation of District Bylaws at the next District convention.
22. Minnesota South Bylaws (Ag. 1643) : Suggestions regarding changes in the Bylaws had been made
previously. The Commission requests a response made to the suggestions in preparing for final review of
the Bylaws of the Minnesota South District. The item is to be retained on the agenda.
23. Iowa West Handbook (Ag. 1660) : The District President is to be contacted, requesting information
regarding any changes which have been made since the District was last contacted regarding this matter
so that the Commission can complete its final review of the Iowa District Handbook at its next meeting.
The items remains on the agenda.
24. Southern District Instruments (Ag. 1663) : Former Commission member, John Klotz, had reviewed
the Articles of Incorporation and Bylaws of the Southern District. The Commission concurred with the
majority of items contained in the review but suggested additional changes and items for consideration. In
the Articles of Incorporation it agreed that in Article II the limitation designating educational institutions
should be clarified. In Article VI of the Articles of Incorporation the Commission agrees that it contains
information which should more properly be included in the Bylaws. It suggests that the first sentence of
the article as printed is all that is necessary for inclusion at this point. Article VIII of the Articles of
Incorporation must be changed to conform with Article XII, 15 of the Synod's Constitution.
In the area of Bylaws, the Commission did not agree with the conclusion of Dr. Klotz since the preamble
is speaking of a relationship which exists, a fellowship, and is not describing membership. It is not
necessary to identify those who are members of the District at this point. In Article II, B, of the Bylaws it
is suggested that the first sentence be retained and the remainder of the article be eliminated. G, 2 of
Article IV indicates that the Secretary is to sign all legal documents. The present wording of Article II, B,
