counsel had also agreed that their Articles of Incorporation should be considerably abbreviated and
improved.
11. Colorado District Bylaws (Ag. 1185, B-G) : This item was held on the agenda.
12. Kansas District Bylaws (Ag. 1414) : This item is also to be held on the agenda.
13. Lutheran Church Extension Fund Clarification (Ag. 1542, A, B) :The Commission received the report
that that corporation had changed Article VII of its Articles of Incorporation to indicate that it was indeed
subject to the bylaws and regulations of the Synod. The question therefore arose whether Bylaw 2.623
should be removed from the synodical Handbook on the assumption that otherwise if the Foundation
would be free to change its own Articles of Incorporation at any time, very little had been gained. Gene
Schnelz will pursue this matter with legal counsel Phil Draheim.
14. LCEF Membership (Ag. 1544): The Commission took note of the reply of the LCEF to the suggestion
that it prepare Handbook bylaws to cover the complicated matter of the membership of the LCEF and
how it is governed. Schnelz will pursue also this matter with Phil Draheim.
15. Meeting of District Chairmen and/or District Secretaries (Ag. 1543): In view of the budget difficulties
it was resolved to remove this item from the agenda and so to inform Louis Rush.
16. Lutheran Agenda Ag. 1579): A letter was received from the subcommittee of the former Commission
(now standing committee) on Worship asking whether they were to proceed with carrying to conclusion
the assignment to develop a Lutheran Agenda or whether this was now the responsibility of the Board for
Parish Services. The Commission resolved upon the following reply:
1. Even after the last convention had restructured various boards, thereby making the
Commission on Worship a standing committee of the Board for Parish Services, the
convention nevertheless in Resolution 3-13 later in the convention declared that the
development of a Lutheran Agenda was to be the responsibility of the Commission on
Worship and that the Commission was to carry it through to conclusion.
2. In view of the principle that the Board for Parish Services is to be the board which deals with
the parishes through the Districts, it might be advisable to have the method of field testing
determined as a mutual decision of both the Board for Parish Services and the Standing
Committee on Worship, since the convention it-self had failed to carry out its bylaw
responsibility to prescribe the manner in which such a product should be tested.
17. Southern Illinois District Bylaws (Ag. 625, A to U) : The Commission ratified the letter of Secretary
Mueller and was happy to hear that the District had accepted the proposed recommendations at its
convention. This item could now be removed from the agenda of the Commission.
18. Prevallet Recognition: The Secretary reported that he would make the presentation of the appreciation
plaque to Don Prevallet at the Mid-South convention in June upon invitation of President Griesse.
19. Location of Canadian Seminaries (Ag. 1569) : Pastor Ulmer of the Manitoba and Saskatchewan
District had stated that all decisions of the Lutheran Church-Canada needed to be ratified by at least two
of the three Districts and that this provision had not been carried out in connection with the determination
concerning seminary training in Canada. He also made a point that under Canadian law that provision of
ratification would need to be observed. After weighing the arguments the Commission decided upon the
following reply:
