Minutes of the Meeting of the Commission on Constitutional Matters - May 24, 1981
212. All members of the Commission were present for May meetings of the floor committee at Holiday
Inn-Airport in St. Louis, May 22-25. The members met at various times to informally discuss the progress
of certain matters of constitutional import. In one formal session the following matters were taken up:
213. Schedule of Terms of Office of CCM (Ag. 1512): A schedule had been prepared by the Secretary for
possible implementation of any new Bylaw provisions It was common consensus that this matter should
be held in abeyance in view of the Task Force proposals concerning terms and limited tenure.
214. Vacancies in Slate (Ag. 1515): The Secretary had asked the Commission for a definite ruling as to
the filling of slots in the slate for President and First Vice-President at the convention as a result of a
candidate being elected to a previous office or choosing at the last moment to withdraw. The Commission
adopted the ruling attached to these Minutes.

Herbert Mueller, Secretary

Opinion re Vacancy on Slate for President
and First Vice-President
If for any reason (death, election to another office, change of mind) vacancy should develop among the
five nominees chosen by the congregations of the Synod for President and First Vice-President, the
person receiving the next highest number of nominating votes by the congregations shall automatically be
placed on the ballot without requiring any action on the part of the convention.
The convention may thereupon amend the slate still further by motions duly made, seconded, and carried
by majority vote as outlined in Bylaw 2.129f.
