The last three named were adopted in connection with the current meeting and were added on the-basis of
comments made during the meeting.
159. Colloquy Questions (Ag. 1470): Pastors M.W. Bergmann, David Dissen, and Kenneth E. Larson of
Florida had asked the Commission to review the procedures which had been followed in colloquizing
Darrell Stuehrenberg. Upon request, the Colloquy Board had supplied the CCM with the necessary
information. It was resolved to forward this memo from the Colloquy Board to the pastors involved with
the comment that any further correspondence should be addressed to the Colloquy Board
160. Dual Membership, Manteca, California (Ag. 1472): Since the other members of the Commission had
apparently not received copies, it was decided to hold this matter on the Agenda.
161. Women Officers (Ag. 1474): The same action was taken for the same reason on this item.
162. Questions Regarding Kansas District Congregational Constitution (Ag. 1476) : The Secretary had
given President George Bruenning of the Kansas District answers to four questions raised by the
chairman of his District Constitution Committee. It was decided to inform President Bruenning that the
Commission had reviewed these answers, that it agreed with the same, and that additionally the Executive
Director and Assistant Director certainly. needed to be male members.
163. Unionism and Heterodoxy (Ag. 1478): The Secretary had replied to President Martin Dienst of the
New England District that the responsibility of defining these two words was not really a function of the
CCM. The Commission ratified this reply.
164. Appeals from Council of Presidents Decisions (Ag. 1493): He had also written in reply to Pastor
Richard Kaczor of Scotts City, Kansas that there did not seem to be any special rules prescribed for
appealing decisions of the Council of Presidents, although the decisions of almost any body can be met at
least with the request that that same body review its decisions. The Commission ratified this reply also.
165. High School Service Toward Tenure (Ag. 1494) : President M. S. Pohl of our Ann Arbor College
had asked whether service on a synodical high school faculty could be counted toward tenure for a
professor at the college or seminary level. On the basis of Bylaw 6.54 the Secretary had replied in the
negative. The Commission ratified this reply.
166. Congregational Chairman Problem (Ag. 1495A): Zion Lutheran Church of Mitchell, South Dakota
and District President P. G. Wendling had both asked the Commission for rulings regarding two
questions:
1. Is it constitutionally proper for the Vice President of the congregation to chair the Council
meeting (at the instruction of the Constitution rather than at the discretion of the congregational
President)?
2. Is the signature of the congregational President legal and binding on church documents if he
does not preside at Council meetings at which the matter relevant to the particular document was
acted upon?
The Commission ruled in the affirmative to the first question, if the Constitution of the congregation so
directs, and also ruled affirmatively on the second question, stating that the President is signing as an
officer of the congregation.
