13. Guidelines for Electing Synodical Convention Delegates (Ag. 1415): Upon the suggestion of the
Secretary, paragraph 10 was amended to take care of dual congregations, especially by the insertion of the
sentence: "For dual parish situations, see the last sentence of Bylaw 1.53 a." The Commission then
approved these materials.
14. Elections: After an opening prayer by Vice-Chairman Carl Eberhard on Saturday morning, the
Commission by write-in ballot elected the following officers: Donald Prevallet, chairman; Carl Eberhard,
vice-chairman.
15. Meeting Dates: It also established the following meeting dates, subject to change if necessary: May 23, 9:00 a.m. (fall-back: April 11-12) July 25-26 October 24-25 January 16-17, 1981 April 24-25, 1981
16. Seminex Colloquy Student Activity (Ag. 1383, A): Since no further correspondence had been
received regarding the activity of this student in the Southern District the item was removed from the
agenda by common consent.
17. Dr. Kenneth Doka, Bronxville (Ag. 1392, A): The Commission took up again the question of whether
this professor was eligible to continue as a tenured professor at Bronxville since he is a member of an
AELC congregation. The Secretary had received a personal and confidential letter from President Ralph
Schultz of the college who had enclosed also a detailed letter from Dr. Kenneth Doka, outlining his
situation which in the opinion of both of them was of an exceptional nature. The Secretary shared this
information with the Commission. After some discussion the Commission instructed the Secretary to
write to President Schultz with carbon copy to Dr. Kenneth Doka to the effect that the Commission
intends to take the matter up again at its next meeting, but that in the meantime the Commission strongly
urges that Dr. Doka transfer his membership to a Missouri Synod congregation so that the question can
become mute. He is also to remind both parties that Dr. Kenneth Doka cannot remain on the clergy roster
of the Synod according to the ruling which the Synod approved in Dallas Resolution 5-01. In this
connection the suggestion was also made internally that perhaps the CCM might wish to consider
proposing a new bylaw to the next convention, making it more clear that membership in a synodical
congregation is required for tenure on a synodical faculty.
18. Precise Make-Up of Faculties (Ag. 1396, A,B,C,D): The Commission again took up the questions
raised by Dr. Walter Hoffmann of St. Louis. With John Klotz absenting himself from the meeting during
this entire time, the Commission finally resolved to inform Dr. Hoffmann that in the light of Bylaw 6.63a
his concerns should be addressed first of all to the Board of Control which has the responsibility of
approving, in harmony with the policies of the Synod, also such items as faculty handbooks.
19. Colorado District; Grace, Boulder, and Pastor Hattendorf Case (Ag. 1361) : Since no further
information had been received, this item was removed from the agenda by common consent.
20. Budget Approval (Ag. 1408): At the request of Herb Freise, the Secretary had prepared a budget for
February through June of 1980 in the amount of $3,900 and for the new fiscal year, July 1, 1980 to June
30, 1981, of $7,900. Projected budgets for the three succeeding fiscal years were listed at $8,900, $8,500,
and $9,700 respectively. The Commission gave its approval to this submission which needed to be
prepared before deadline dates.
21. Teacher Bultemeyer on Fort Wayne Board of Control (Ag. 1374) : Although the Secretary had sent a
follow-up request to Teacher Bultemeyer, asking for information regarding his decision, no reply had
been received. Therefore the Commission resolved to send a copy of that letter now to the Board of
Control of Fort Wayne, asking for information so that the Commission can close its file. A carbon copy of
