Bylaws, Article VII. The final words should read: "which is inconsistent with the Constitution and
Bylaws of the LC-MS."
The Commission resolved to approve the Articles of Incorporation and the Bylaws with the suggested
changes, and to have the Secretary send the appropriate letter.
134. Draheim Statement on Seminex Professors (Ag. 865): For some time the CCM had before it as a
hold item the taped statement of Philip Draheim on July 10, 1975 to the Anaheim convention concerning
the status of clergymen called by congregations to serve as instructors at Seminex. While not agreeing
with every comment in that statement and while still of the opinion that the statement could easily be
misinterpreted, the Commission resolved to remove the item from the docket as a moot issue.
135. Board of Directors Re Irvine (Ag. 1124A): It was agreed to hold this item to await further
developments.
136. The meeting adjourned with a prayer by Eberhard.

Report on Dallas Resolution 3-24A
Re Bylaws for Canadian Fellowship
Dallas Resolution 3-24A "To Study Advisability of Amending Bylaws to Grant Lutheran
Church-Canada Authority to Negotiate Toward Fellowship in Canada" stated:
"That the Commission on Constitutional Matters, the CTCR, and the Canadian District Presidents
study the advisability of amending the Synod's Bylaws to grant Canadian Districts authority to
negotiate towards fellowship in Canada through The Lutheran Church-Canada and report to the
next convention."
Accordingly, on April 24, 1978 a meeting was held in St. Louis. This was attended by
representatives of the three Canadian Districts, the CTCR, the CCM, as well as the presidents of the
English and Minnesota North Districts.
After some discussion the consensus clearly was that if the three Canadian Districts would
memorialize the 1979 convention for the privilege of forming an indigenous sister church in Canada, no
further action would need to be taken on Resolution 3-24A since the question of fellowship would then
become the responsibility of the new sister church body.
There also seemed to be general agreement that it would not be wise to introduce a bylaw
permitting regions or sections to establish fellowship relations with other church bodies. If such a move
should become necessary or advisable at all, it was felt that the new bylaw should specifically refer to a
certain definite portion of the Synod by name (Districts; location) without giving carte blanche authority
to any and every region or area to take such a step.
