309. Irvine Overture (Ag. 1124): The Secretary gave the Commission an update on this particular issue.
310. Meeting With Task Force (Ag. 1192): The Secretary reported that a letter from Mr. Clifford Kraft
indicated that arrangements had not yet been completed for the projected joint meeting in September (See
319).
311. Kansas District Policy Re New Congregations (Ag. 1199): Since some Commission members felt
that this policy seemed to be inadequate in several respects, the item was kept on the docket for additional
study.
312. Proposed Resolution 2-33 (Ag. 1204): This resolution answered an overture regarding continuing
synodical financial support of congregations affiliated with ELIM and the AELC. The Secretary had
transmitted to Floor Committee Chairman Lloyd Behnken the concerns expressed by legal counsel Phil
Draheim and also an additional concern. The Commission decided to concur in this letter, and to urge
Committee #2 to reword Resolution 2-33 to bring it into harmony with the Constitution and Bylaws, with
resolutions of the Synod with respect to ELIM, and with prospective resolutions regarding the AELC, and
with constitutional opinions and rulings of recent years which have not been overruled by the Synod in
convention.
Thursdays, July 14, 1977 - 1:15 p.m.
313. Nominating Committee Request (Ag. 1151): The Commission formally ratified the draft of the
opinion after making some additional changes (see attachment).
314. Publication of Hymnal: A subcommittee of Committee #3 had asked whether the bylaws regarding
the authority of the Commission on Worship to publish a hymnal needed to be clarified. The Commission
decided to recommend to the floor committee to draft a resolution to fix more clearly the responsibility
for adopting official hymnals and service books.
315. Irvine: Phil Draheim appeared as a messenger from the Board of Directors meeting to inquire if
resolutions being proposed by the Board of Directors regarding the restudy of the system of higher
education and specifically of Irvine should be rejected by Committee #6, whether the Board of Directors
could bring these proposals to Committee #13 for action. It was the consensus of the Commission that the
Board of Directors could do this if the thrust of the recommendations would be of a fiscal nature instead
of dealing with the philosophy of a system of professional education.
316. Edmonton, Resolution 6-053 First Resolved: A question had been raised in Committee #6 whether
the Synod could transfer ownership of one of its colleges to a District. It was suggested that Klotz reply to
the committee that it should seek the advice of Synod's legal counsel before the Commission would
discuss the matter any further.
317. Borrowing Authority: Committee #13 inquired whether proposed Resolution 13-09, which would
give the Board of Directors authority to borrow money for current operating expenses, was in violation of
Bylaw 2.85, a, 3. The Commission concluded that the bylaw seems quite clearly to forbid borrowing for
current purposes and therefore suggests, that, if it is the desire of the committee that the Board of
Directors should be given such authority, the floor committee propose a bylaw amendment specifically
permitting the Board to borrow for current purposes.
318. Milwaukee as Senior College, Resolution.6-06: John Klotz also reported that questions had been
raised whether Milwaukee could be specifically added to the list of colleges that could expand to four
year institutions or at least whether the reference to Bylaw 6.05, r, could be eliminated from the proposed
