Gerald Miller (1022A);, California-Nevada Bylaws (Ag. 966, 933A): The Commission decided to hold all
of these items on the agenda pending further developments.
283. Seward Board of Control Questions (Ag. 1178, 1142X); Membership of AELC Member in LWML
(AR. 1162): Since no further word had been received on these matters, the Commission resolved to
remove these items from the docket.
284. Preus Press Release on AELC Membership (Ag. 1191); Receipt of Brazil Bylaws (Ag. 1202);
Gronewald-Lieske Problem Re Malotky (Ag 1118 E,F,G); CHI Response Re Archives Material (Ag.
1155B): These items were all noted for the record.
285. Seating of AELC Delegates (Ag. 1182, A): Rev. Carl Nelson of Painesville, Ohio, had inquired
whether AELC delegates would be seated. The Secretary had referred him to the publicized ruling of the
CCM which, since the implementation date had been postponed, would still permit such delegates to be
seated, subject however to any action which the convention might take. The Commission ratified this
reply.
286. Meeting with Task Force (Ag. 1192, A): In order to make the requested meeting with the Task Force
possible, the Commission decided to meet September 30 - October 1, with a meeting with the Task Force
preferably set for 1:30 p.m. on the previous day, September 29.
287. Kansas District Guidelines for New Congregations (Ag 1199): The Commission reviewed the policy
statement re self-forming congregations recently adopted by the Board of Directors of the Kansas District.
Several members expressed reservations. No formal action was needed at this time.
288. Eligibility of Paul Kiehl (Ag. 1200): Chairman August Mennicke of the Committee for Convention
Nominations had asked the Commission to rule on whether or not Paul G. Kiehl was eligible to remain a
candidate for the Board of Parish Education. After studying the requirements of that candidacy in Bylaw
7.23, the Commission resolved that since Rev. Paul G. Kiehl is listed as a c.r.m., it is apparent that he has
not been called and installed as a parish pastor and therefore does not meet the requirement of Bylaw
7.23.
289. Appointed Pastoral Delegate (Ag. 1201): President Karl Barth of South Wisconsin had asked
whether it is possible for an appointed pastoral delegate to come from the same congregation which
supplies the elected lay delegate, the question having been prompted by the fact that the pastoral delegate
and alternate are both unavailable. After some discussion the Commission adopted the following opinion:
As long as there is an eligible pastor available, delegates must come from two different
congregations. If this is not reasonably feasible then it would be permissible for both to come from
the same congregation so that the congregations in the circuit do not lose one of their votes.
290. Review of Overtures (Ag. 1179): The Commission continued its review, initiated at the previous
meeting, of certain overtures submitted to the convention.
291. Bringing Charges Against a Pastor (Ag. 1184): A Mr. Walter 0. Neumann of Wausau, Wisconsin, at
the recommendation of President Henry Simon, had written to the Commission asking for a detailed
outline of steps to be taken in filing official charges against a pastor for acting in violation of Article VI of
