overtures and registrations for the convention. Reports should be submitted to his office by February 25,
1977. He stated that he had already registered all members of the Commission for the convention.
175. Convention Comments by President Lieske, Minnesota South (Ag. 1040, A,B): The Commission
decided to hold this item on the agenda. It was suggested that we might wish to refer back also to the
earlier similar item regarding comments of President Charles Mueller of the Southeastern District.
176. Meeting Dates: These were set for December 10 (9:00 a.m.) and 11; February 25-26.
177. Adjournment: After the adoption of the revised notice concerning the AELC opinion at 10:45 the
Commission adjourned at about 11:00 with a benediction by Eberhard.
Herbert Mueller, Secretary

CCM Telephone Conference Call - Sept. 28, 1976, 2:05-2:35 p.m_.
178. All members were on the line. The Secretary had sent a mailgram on the previous evening so that the
members would have the final draft copy on the "Notice on AELC Opinion" before them for further
refinement.
179._ Notice on AELC Opinion: Several improvements were made in the interest of better English and
also of softening the impact (copy of final draft attached). The Commission decided once again to publish
this notice together with the Irvine resolution. Since the Secretary was also a member of the Board of
Directors and had abstained from voting on the AELC issue, it was agreed that the signature this time
should be that of the chairman, Herbert H. Freise.
180. Letters in Answer to Requests: Those who had asked for delay will be notified simply of the basic
action of the Commission, that the opinion is to take full force and effect as of September 1, 1977. The
Commission felt that a copy of the entire notice should not be enclosed at this time since it will appear in
The Lutheran Witness.
181. Freise-Kohn Conversation: Freise reported that he had been in telephone communication with Kohn
and had indicated an interest in receiving carbon copies of any correspondence in which the AELC
claimed for itself the status of a church body or requested recognition as such. This would bolster the
published reports in various periodicals and newspapers.
182. Ticket Stubs: Members were reminded that the Controller's Office always prefers to have the airline
ticket stub attached to the expense voucher.
183. Legal Counsel: The question was raised as to whether the Commission on Constitutional Matters
should not engage separate legal counsel if it is ever confronted again with a similar situation like that
confronted over the weekend.
Herbert Mueller, Secretary
