73. Dual Board Membership (District.and ELIM) (Ag. 976 976A): In answer to a question by Rev. Leslie
Weerts of Luxemburg, Wisconsin, whether it was possible for a member of a District Board of Directors
to be at the same time a member of the ELIM District Board of Directors, the Commission adopted the
following ruling:
The CCM rules that membership on a Board of Directors of a synodical District concurrent with
membership on a District ELIM Board of Directors comes under the provisions of the third resolve
of Anaheim Resolution 3-06 and therefore also under the provisions of the fourth resolve of that
resolution.
It was decided to send a carbon copy of this ruling to President Simon and to publish the ruling in the
Lutheran Witness.
74. Elimites as Foreign Missionaries (Ag. 982): The Commission noted that Rev. A.L. Barry had asked
whether members of ELIM could be assigned as foreign missionaries and had addressed this question to
the President and Secretary of the Synod. The Commission took note of the Secretary's reply and ratified
it. In effect, the Secretary had stated that this matter in his opinion called for the Board for Missions to
exercise its own administrative judgment.
75.
Scripture Passages Supporting Resolution 5-02A (Ag. 983): The Commission noted and ratified
the answer of the Secretary to Rev. Donald R. Hoger of Hyde Park, New York, who had asked for
scripture passages in support of Resolution 5-02A.
76. Financial Aid to Seminex and ELIM (Ag. 993, 997): The Commission adopted the following answers
to two questions posed by Rev. V.H. Mickow of Kingfisher, Oklahoma:
1.
What is to be done when a District Board of Directors, with full knowledge of your past
ruling on this matter, continues to provide financial aid to students at Seminex, maintaining
that they are helping the student, not the place where he is getting his education?
Answer: Your congregation (Bylaw 5.21e) should file a formal complaint with the District
president (Bylaw 5.03b). If this procedure is unproductive the congregation may bring the
complaint to the District Commission of Adjudication (Bylaw 5.01).
This reply is to be sent only to Pastor Mickow.
2.
May a District treasurer forward funds designated for ELIM or Seminex to those
organizations, or must these funds be returned to the remitter?
Answer: Under Anaheim Resolution 3-06 the forwarding of funds to ELIM or Seminex by a
District treasurer is proscribed and the funds should therefore be returned to the remitter.
Carbon copies of this reply should also be sent to the president and treasurer of the Oklahoma District.
77. New Jersey District Bylaw Revisions Re Indemnification of Officers (Ag 995): Before taking action
on the request to approve this bylaw amendment the Commission decided to ask legal counsel Draheim
for his evaluation.
78. Transfer of Edmonton (Ag. 1006): Pastor S. H. Redenbach of New Westminster, B.C., had shared a
resolution of the District to memorialize the Synod to turn over the total governance and total control of
