1.
It is true that Christian love is violated when a congregation fails to observe the mutually
agreed upon standards and procedures for calling men into the ministry.
2.
The Commission calls your attention to many rulings already issued by it during the past few
years in behalf of orderly procedures. See for example the rulings reprinted in the Anaheim
convention Workbook, pages 481 to 489.
504. Implementation of Anaheim Res. 5-07 (Ag. 881): Mr. Orville W. Richter of the Department of
Personnel and Statistics had inquired whose responsibility it is to carry out Anaheim Res. 5-07 "to clarify
status of Missouri Synod clergy persons called by congregations as assistant pastors who serve as
Seminex professors." The Commission decided upon the following reply:
1.
Their District presidents are in the first instance responsible for the maintenance of the roster
according to bylaw regulations.
2.
If the Statistical Department notices an irregularity in the manner in carrying out the bylaws
and resolutions, the irregularity should be reported to the District president and if he fails to
take the proper action, to the synodical President who is ultimately responsible for carrying out
the resolutions of the conventions, including Resolution 5-07 (Constitution Article XI, B, 4).
505. California-Nevada District Resolution re Placement of Seminex Candidates (Ag. 884): Rev. Wm. P.
Grunow had asked the Commission to react to that District's Resolution 3.07. The Secretary had replied,
calling attention to the many rulings on this matter issued by the CCM and reprinted in the Workbook,
and had stated that in his personal opinion these should satisfy the concerns of the petitioner. The
Commission resolved to ratify the Secretary's reply.
506. Oklahoma Youth Ambassador (Ag. 828): Since no further correspondence had been received from
Rev. V. H. Mickow since June 10, 1975 on this matter, the Commission resolved to drop the item from its
agenda.
507. Affiliated Congregations (Ag. 871): Pastor Erhart L. Bauer of Yakima, Washington had asked
whether the concept and term of "affiliated congregation" could be used. The Secretary had advised
against using that term since the Handbook uses instead the term "nonmember congregations." The
Commission ratified this reply.
508. San Francisco Night Ministry (Ag. 872): The Board of Directors of the California-Nevada District
had written stating that it was interpreting the last communication of the CCM in regard to the Night
Ministry as favorable to continued participation in the Night Ministry. Rev. Wm. P. Grunow had also
written concerning this matter. The Commission decided to answer that the District Board of Directors
was completely misinterpreting the latest correspondence of the CCM and calling attention to the facts as
previously outlined (see letter attached to the Minutes). It was decided to send a carbon copy of the reply
to Pastor Grunow.
509. Property Division, Northwest District (Ag. 873): A representative of the Northwest District
Constitutional Matters Committee had asked for information regarding the disposition of property in the
case of a congregational division. The Secretary had forwarded the request to Synod's legal counsel. The
Commission approved this action.
510. Draheim on Property Division (Ag. 883): In this connection the Commission took note of a letter on
the same subject from legal counsel Philip E. Draheim to Rev. L. F. Pranschke of the Constitution
Committee of the Missouri District.
